October 23~ 1984 <br /> <br />Bid proposals were solicited from ten area companies and two organizations for repairs to the <br />City Jail; however, only one bid was received. The bidder was Roof Engineering Corporation <br />with a contract price of $49,688. The required appropriation, including 10% contingency, total <br />$54,650. The Director of General Services has investigated Roof Engineering Corporation with <br />regard to both financial status and the ability to perform the work, and he, along with the <br />City Engineering, recommends award of the contract to the low bidder. Request for proposals <br />have been developed for the remaining projects and I will be coming back in the near future <br />for the required appropriation and authorization to award contract. Funds remaining from this <br />project ($11,350) will be combined with funds from a prior authorization (22,400) for a total <br />of $33,250 available. According to the Director oflGeneral Services, this amount should be <br />sufficient tO fund the additional projects. <br /> <br /> Therefore, I recommend appropriation of the necessary funds and award of the contract to <br />the low bidder." <br /> <br /> Raleigh G. Harsley, 2124 Peach Street~ representing Lee Ward Civic League, spoke concern- <br />ing the repair of the roof of the City Jail being considered ahead of t~e improvements to the <br />streets in the Lee Ward area and requested that Council look into r~pa&~ing the streets~and <br />be included in the 84-85 CIP schedule; also, spoke concerning recreation area back of Brighton <br />School and asked that recreation facilities be furnished for the area. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading; contract to he awarded to Roof Engineering Corporation, as recommended, and was <br />adopted by 6-1 (Nay-Lucas) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $54,650 FROM THE CAPITAL IMPROVE~4ENT FUND FOR REPAIR <br />AND REPLACEMENT OF THE CITY JAIL ROOF." <br /> <br /> 84-395 Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$65,000 from the FY 84-85 CIP to accomplish the necessary engineering for Fairview Heights <br />drainage, Truxtun drainage, and S~monsdale drainage. <br /> <br /> "On October 9, 1984, City Council approved the 1984-89 Capital Improvement Program <br />auth6rizing $65,000 for engineering design Of storm drainage and street~rovm~mntsts to Fair- <br />view Heights, Trux~un, and Simonsdale. <br /> <br /> The appropriation of the authorized funds will allow the necessary survey and design work <br />to be completed. Such studies will determine the total cost of capital improvements that are <br />required to eliminate the storm water nuisance flooding identified in these subdivisions and <br />improve street conditions. <br /> <br />Attached is the necessary ordinance to accomplish t~is task, and I recommend its approval <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $65,000 FROM THE CAPITAL IMPROVEMENT FUND TO <br />ACCOMPLISH THE NECESSARY ENGINEERING FOR FAIRVIEW HEIGHTS DRAINAGE, TRUXTUN <br />DRAINAGE, AND SIMONSDALE DRAINAGE." <br /> <br /> 84-396 - Letter from the City Manager recommending adoption of an ordinance to amend <br />certain sections of Chapter 31, Article I of the City Code and to add Article IV establishing <br />the Portsmouth Supplemental Retirement System to permit members of the present retirement <br />system to choose to transfer to the Virginia Supplemental Retirement System. <br /> <br /> "In my recent budget message I proposed that the employees have an opportunity to become <br />more familiar with the provisions of the Virginia Supplemental Retirement System (VSRS) and to <br />express possible interest in the City of Portsmouth becoming a participating employer in the <br />VSRS. <br /> <br /> 'Informational meetings conducted by independent actuaries were attended by nearly all <br />employees. The actuaries explained and compared the provisions of VSRS with the Portsmouth <br />Retirement Systems. Following these meetings, a vote was taken by members of each of the Cify <br />two retirement systems to decide if any further action whould be pursued with regard to VSRS. <br />The members of the Fire and Police Retirement System opted for no change; however, the members <br />of the Portsmouth Supplemental Retirement System voted nearly 3 to 1 to permit participation <br />in VSRS. (Each PSRS member will have an individual option to stay with PSRS or to transfer <br />to VSRS.) <br /> <br /> The process in accordance with applicable legal provisions will require several separate <br />actions. ~he attached ordinance represents the first step necessary to be acted on by Council <br />The ordinance creates an additional City retirement system essentially identical to the exist <br />lng system. One of these two systems will remain and the other is required by law to be dis- <br />solved. By individual choice of employees, those wishin~ to stay will elect one system and <br />the employees wishing to go to VSRS will elect the other. <br /> <br /> The next action of the City Council will be discussed at the second Council meeting in <br />November. I will submit to the Council at that time an ordinance to dissolve one of these <br />two retirement systems as required by law, and a resolution for the City to become a parti- <br />cipating employer of VSRS, and the VSRS Life Insurance Programs. <br /> <br />~S <br /> <br />S <br /> <br /> <br />
