<br />(without interest) to Dwight M. Seckler for 1984 Personal Property Taxes assessed in error.

<br /> "The Commissioner of the Revenue is requesting a refund of 1984 Personal Property taxes
<br />to Dwight M. Seckler, 339 Saunders Drive, Portsmouth, Virginia 23701.
<br />
<br /> Mr. Seckler was living in Suffok as of January 1, 1984 and owed taxes there, therefore,
<br />a refund of $212.04 (without interest) is requested.
<br />
<br />I recommend that Council adopt this motion, and a refund be granted."
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Lucas, that authorization be granted to refund
<br />' $212~04 (Wi{hout interest) to Dwight M. Seckler, 339 Saunders Drive,Portsmouth, as recommende~
<br /> and was adopted by unanimous vote.

<br />"A RESOLUTION CHANGING THE REGULARLY SCHEDULED CITY COUNCIL MEETING OF NOVEMBER
<br />27, 1984 TO NOVEMBER 20, 1984.

<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that its regularly
<br />scheduled Council meeting of November 27, 1984 is changed to November 20, 1984."

<br /> 84-427 On motion of Mr. Whitlow and seconded by Mr. Gray, the following resolution was
<br />adopted, and by the following vote:

<br />"A RESOLUTION RECOGNIZING THE REVEREND BEN A BEAniER, SR.
<br />
<br /> WHEREAS, the Reverend Ben A. Beamer, Sr. was installed as the ninth pastor of Ebenezer
<br />Baptist Church on January 19, 1975; and
<br />
<br /> WHEREAS, in addition to providing spiritual leadership and guidance to the congregation,
<br />he has undertaken a leadership role to assure the revitalization of the Church's physical
<br />structures in the construction of parking lots, internal improvements and landscaping; and
<br />
<br /> WHEREAS, these improvements have improved the physical appearance of the Church structure
<br />and established it as a major asset to the redevelopment and modernization of the downtown
<br />area of Portsmouth; and
<br />
<br /> WHEREAS, the quality of leadership exemplified by Reverend Beamer, his 10 years as Pastor
<br />of Ebenezer Baptist Church, and his 30 years in the ministry, will be recognized by Ebenezer
<br />Baptist Church by a series of Special Services on November 18th, 19th and 20th; and
<br />
<br /> WHEREAS, the Reverend Ben A. Beamer, Sr., has given generously of his time and energy
<br />in the interest of his congregants and the mitizens of this City whose interest he held para-
<br />mount at all times.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Portsmouth, Virginia,
<br />recognizes and commends Reverend Ben A. Beamer, Sr. for his dedicated service to Ebenezer
<br />Baptist Church and wishes him continued success in the future.
