<br />Motion to award contract to low bidders for construction contract and concrete pipe.

<br /> "In July~of 1979, construction began on the initial phase of the Mid-City/Westhaven/
<br />Mount Hermon drainage Improvements. The entire program, in three phases, provides for an
<br />upgraded storm system from the Caroline Avenue causeway near King Street to the north side~
<br />of the intersection of Frederick Boulevard and Turnpike Road. Bids were received on November
<br />13, 1984 for the final section and they are as follows:
