De~emhe~ 11, 198~ <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the following ordinance be approved <br />on first reading; award of the contract for construction to Vico Construction Company and <br />award f6raconcrete pipe to Empire Sales, Inc., as recommended, and was adopted by unanimous <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $490,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE MID-CITY DRAINAGE PROJECT, PHASE III." <br /> <br /> 84-456 Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$30,000 from the Capital Improvement Fund for the Street Tree Improvement Program. <br /> <br /> "In your recently approved Ten Point Action Plan for the City, Goal Number 3 was "To <br />Enhance, Maintain and Promote Portsmouth's Appearance and Image". To assist in achieving this <br />goal, City Council identified in its 1985 Capital Improvement Program $30,000 for a City~ii~e <br />Tree Planting Program. Last year 600 trees and shrubs were planted in nine separate areas. <br />In addition, 184 stumps were removed from City right-of-way. <br /> <br /> Based on recommendations submitted by City Council and staff, the proposed landscaping/ <br />tree planting program would make improvements to: <br /> <br />1. High Street/Churchland High to City Limits <br />2. Bayview Boulevard <br />3. Mt. Hermon Recreation Center <br />4. Cavalier Boulevard Median <br />5. Effingham Street 1-264 to George Washington <br /> <br />Highway <br /> <br />Attached is a report detailing the proposed improvements along with other beautification pro- <br />jects underway. <br /> <br /> I, therefore, recommend your approval of the appropriation of $30,000 for the Street <br />tree Improvement Program." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, the following ordinance was approved <br />on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMEN7 FUND FOR THE <br />1984-85 TREE IMPROVEMENT PROGRAM." <br /> <br /> 84-457 - Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$265,713 from Public Utilities Capital Improvement Fund for replacement of Bunche Boulevard <br />Pump Station. <br /> <br /> "the director of Public Utilities has requested an appropriation in the amount of <br />$265,713 to p?ovids funds for the construction of Bunche Boulevard Wastewater Pumping Station. <br />The replacement of the Bunche Boulevard station is part of the larger sewage system project <br />which includes the improvements to the Pinners Point Treatment Plant (primary treatment $28.7 <br />million). Attached is a detailed breakdown of the completed and planned construction projects <br />The existing station is outdated and is a continual maintenance problem. Additionally, it is <br />frequently overloaded and does not currently comply with all state regulations. <br /> <br /> The new station will be of submersibl~ type with only a small control building visible <br />above ground. In addition, the site will be attractively landscaoed. Funding for this work <br />will be dhared among the City (22%), EPA (66%), and the U. S. Navy (12%).
