Lucas and seaonded by Mr. Corprew, the followine resolution was adoptec <br />and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE CITY OF PORTSMOUTH'S PARTICIPATION IN ~HE FEDERAL <br />URBAN HOMESTEADING PROGRAM FOR 1985; AUTHORIZING THE CITY MANAGER TO SUBMIT <br />AN APPLICATION FOR PARTICIPATION IN THE PROGRAM. <br /> <br /> WHEREAS, under the Housing and Community Development Act of 1974, as <br />assmstance is available to localities which acquzre FHA and VA foreclosed <br />Urban Homesteading Program; and <br /> <br />amended, £inancial <br />properties under the <br /> <br /> WHEREAS, <br />by families <br />for five (5) <br />and <br /> <br /> these properties, once acquired by the City, are made available for "homesteadin <br />who meet specified criteria and agree to make required repairs, live in the home <br />years, and repay a low interest Housing and Urban Development Rehabilitation loan <br /> <br />WHEREAS, a public hearing has been held to solicit public comments on the Program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that in <br />endorses the City's participation in the Federal Urban Homesteading Program for 1985 and finds <br />that this program is compatible with the City's housing strategy and would be an asset to the <br />City's efforts to improve its existing housing stock <br /> <br /> .BE IT FURTHER RESOLVLD that the City Manager be, and he hereby is, authorized to submit a~ <br />applmcation for the Federal Urban Homesteading Program and to execute any documents as may be <br />required mn order to ~mplement the Program." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb. Whitlow, Holley <br />Nays: None <br /> <br /> 85-30 Letter from the City Manager recommending adoption of a motion to approve a <br />rate increase for Cox Cable TV effective February 1, 1985. <br /> <br /> "Attached for your information is a copy of correspondence from Gene C. Luke, Chairman <br />of the Cable Televmsmon Commission, in regards to Cox Cable's proposed rate increase. The <br />Commission has recommended to you that Cox be granted the increase as requested, from $9.24 <br />to $10.50 per month. They stipulated in their recommendation that the increase granted in <br />Portsmouthn~ be greater than that granted by Norfolk or Virginia Beach, and that the effec- <br />tive date of the increase, if possible, be the same as in the other cities. <br /> <br /> In the period since their ~ast ~ncrease, Cox has improved its telephone system, has <br />expanded its service department operatmons to seven days a week, and has begun to respond <br />more quickly to customer requests for service· These are all improvements which you requested <br />when the previous increase was granted. Moreover, citizen complaints received by City staff <br />have decreased significantly. <br /> <br /> Therefore, I concur with the recommendation of the Cable Television Commission and <br />recommend that you adopt a motion, to grant an increase effective February 1, 1985. I furthe~ <br />recommend that your action include the stipulation that Cox will not seek or impose any furthe <br />increases in ~he~-~a~.c~ cable rate in 1985. Attached is a letter from Roger M. Pierce of Cox <br />Cable in which he states that Cox will not impose further basic rate increases in 1985." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb~ to approve the Cox Cable rate increase, <br />and was adopted by unanimous vote. (Effective February 1 1985) (See Item 85-54-2/12/85) <br /> ! ' <br /> 85-31 - Letter from the City Manager recommending adoDtion of a motion to award contract <br />to the highest bidder for purchase of 6uildings on F~ederi~k Boulevard. <br /> <br /> "With the acquisition of property on Frederick ~oulevard for construction of the solid <br />waste transfer station, we have also acquired several buildings. In order to recover some of <br />the purchase price, these buildings have been advertised for sale and removal from the proper~ <br />Attached is a staff report which will provide detail~ on all bids. As you will note, the <br />highest bid received was from Bullock-Pearson RealtyiCompany in the amount of $34,000. <br /> Since these structures will have to be removed Sr demolished in order to clear the <br />property for use by the Southeastern Public Service ~uthority, I recommend the adoption of <br />a motion to authorize this sale to the highest bidde~." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. ~Vhitlo~, to authorize the sale to the highest <br />bidder, Bullock-Pearson Realty Company, and was adopted by unanimous vote. <br /> <br />NEW BUSINLSS <br /> <br /> 85-21 - Mayor Holley presented a Certificate of!Appreciation To George Minor, Jr., forme~ <br />member of Social Services Advisory Commission· <br /> <br /> <br />
