January 22, 1985 <br /> <br /> 2.1That the Department of Highways and Transportation is hereby requested to provide an <br />alternate source of funding for the Western Freeway Project utilizing funds other than Urban <br />Highway Allocation Funds and to provide for alternate methods of funding for maintenance for <br />the Western Freeway after construction. <br /> 3. That the City Manager and City Attorney be hereby instructed to discuss the status o~ <br />the Western Freeway Project with the Department of Highways and Transportation and the Portsmo~ <br />Delegation to the General Assembly and to report the progress of such discussions to this <br />Council." <br /> <br /> Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br /> Nays: None <br /> <br /> On motion of Mr. Beamer, and seconded by Mrs. Lucas, item 85-32 was moved up on the agend~ <br />and was adopted by unanimous vote. <br /> 85-32 - Letter from the City Manager requesting approval of a resolution endorsing the <br /> location, design, and acquisition of the right-of-way fr~m the Western Freeway Project. <br /> "The attached correspondence from Mr. W. S. Tucker, Urban Programs Engineer with the <br />Virginia Department of Highways and Transportation is f0r~ally requesting City commitment to <br />endorse the Western Freeway project (location and design). In addition, Mr. Tucker requests <br />authorization to proceed with acquiring right-of-way. <br /> The attached resolution approves the location and design contingent upon VDH&T identifyin <br /> funding other than Urban Road Funds. <br /> <br /> I, therefore, recommend approval of the attached resolution." <br /> <br /> The City Manager recommended adoption of the resolution without reference to the funding <br /> source. <br /> <br /> On motio~ of Mrs. Webb and seconded by Mr. Beamer, the following resolution was adopted <br /> and by the following vote: <br /> <br /> "A RESOLUTION APPROVING LOCATION AND MAJOR DESIGN EEATURES OF THE WESTERN FREEWAY PROJECT <br /> REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO ACQUIRE RIGHTS-OF- <br /> WAY. <br /> <br /> WHEREAS, a public hearing was conducted on September 19, 1984, in the City of Portsmouth <br /> by representatives of the Commonwealth of Virginia, Department of Highways and Transportation <br /> after due and proper notice for the purpose of considering the proposed location and design of <br /> the Western Freeway Project: 0164-124-102, C-503, C-504, C-305 in the City of Portsmouth at <br /> which hearing aerial photographs, drawings and other pertinent information were made available <br /> for public inspection in accordance with State and Federal requirements; and <br /> WHEREAS, all persons and parties in attendance were afforded full opportunity to partici- <br /> pate in said public hearing; and <br /> <br /> WHEREAS, representatives of the City of Portsmouth were present and participated in said <br /> hearing; and <br /> <br /> WHEREAS, the Council had previously requested the Virginia Department of Highways and <br /> Transportation to program this project; and <br /> <br /> WHEREAS, the Council considered all such matters; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby approves <br /> the location and major design features of the proposed project as presented at the public <br /> hearing with ~the exception that Coast Guard Boulevard be relocated to tie in with West Norfolk <br /> Road just east of the existing intersection of Coast Guard Boulevard and West Norfolk Road. <br /> BE IT FURTHgR RESOLVED that the City of Portsmouth requests the Virginia Department of <br /> Highways and Transportation to acquire all rights-of-way necessary for this project conveying <br /> this right-of-way'to the City of Portsmouth at the appropriate times. " <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: none <br /> <br /> 85-29 - "Letter from the City Manager recommending adoption of a resolution to en~es~ebi!;; <br />participation in the Federal Urban Homesteading Program and to authorize City Manager to <br />submit an application to the Department of Housing and Urban Development. <br /> <br /> "Enclosed for your review and consideration is a Resolution endorsing our participation <br />in the Federal Urban Homesteading Program and authorizing me to submit an application to the <br />Department of Housing and Urban Development. <br /> <br /> The Urban Homesteading Program provides for the gransfer of FHA and VA forclosed homes <br />to the City at no cost. These homes would be made available for "homesteading" by families <br />Who commit to making required repairs, living in the homes for five years and repaying a HUD <br />rehabilitation loan. <br /> <br />th <br /> <br /> <br />
