85-33 Councilman Gray expressed his appreciation ~o the Following <br />in preparing and conducting the Public Hearing held on January 17, 1985, <br />School, on Hazardous Was~ez~isposal St. Julien's Creek: <br /> <br />oersons who assisted <br />at Cradock High <br /> <br />Members of the Logistic Defense Agency <br />Representative Norman Sisisky <br />City Manager and his staff P. J. Coffield, Debbie Hebert, Karen Pestka <br />Dr. Ron~dle E-. Edwards and School System <br />Raymond Hale, Principal of Cradock High School, and his staff <br />J. Douglas Powell, Chairman of Planning Commission, moderator f6r the eveninin~. <br /> <br /> Mayor Holley expressed his a~preciation to Councilman Gray for his participation far ~he <br />Portsmouth sector of the Sub~Cmm~ittee on Hazardous l~aste Disposal-St. Julien's Creek. Also, <br />thanked Vice Mayor Webb for serving at ~he Hearing in the Mayor's absence. <br /> <br /> 85-34 Motion of Mr. Corprew and seconded by Mr. Beamer, that the City Manager look into <br />the length of time trains crossing Frederick Boulevard delayine ~raffic for 30 minutes or more <br />and was adopted by unanimous vote. <br /> <br /> 85-35 - Charles H. Monroe, 2125 Jefferson Street, representing Brighton 8 Prentis Park <br />Oivic League, to speak~and requested additional ~ime. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that Mr. Monroe be eranted aa total of <br />minutes to speak, and was adopted by unanimous vote. <br /> <br /> Mr. Monroe spoke concerning curbs and gutters in the Briehton ~ Prentis Park area and <br />asked that Council consider some help on the matter. <br /> <br /> Rev. D. A. Peace, 1617 Des Moines Avenue, representing Southside Interdominational <br />Religious Coalitio~n, ~resente~!the following petition: <br /> <br /> "We, the undersigned homeowners and taxpayers of the Southside Interdominational Religiou <br />Coalition, Brighton and Prentis Park Civic League, previously known as Harrison Ward League, <br />petition the members of the City Council to install curbing and drainage in these areas. <br /> <br /> The slightest down pour or rain causes water to stand and causes flooding, in various <br />areas. Potholes, drainage ditches over-flowing, and lack of ~uttering on some streets can be <br />evidenced. These conditions present a health hazard as well as a transportation problem for <br />taxpayers living in these areas. <br /> <br /> These deplorable conditions cause property to deteriorate and create a blight condition <br />that invites vagrants. <br /> <br />The histo~of the areas in question will prove the followine: <br />1. Petitions dated back as far as 1970 in the Brighton area which addressed <br /> the same problems we now address have been ignored and neglected, in s~ite <br /> of numerous complaints. <br /> <br />2. On the list of priorities, the areas in question have always been listed <br /> twenty or below. According to the 1975 pri6rities, we were listed as twenty. <br /> <br />The areas in question are the oldest neighborhoods but have been consistently <br />neglected. Other areas such as Cradock, Truxton, and Douglas Park not mn <br />such deplorable conditions as Brighton have had conditions improved. The <br />records of the council will show that we have been asking for the same thing <br />for fifteen years. We want our area attractive, too. We have been patient <br />for fifteen years; and for fifteen years, we have been tossed about on the <br />priority list. It's time for a change. We are requestine that the Brighton, <br />Prentis Park areas be given f~rst priority in the curbs and gutter Frogram <br />because our area is the No. one hot spot. <br /> <br /> We respectfully solicit your attention to this matter. Signed by Mrs. Lucinda Bunch. <br />1518 Summit Avenue and others.' <br /> speed <br /> Motion o~f Mrs. Lucas and seconded by Mrs. Webb, to move with deliberate/that a task force <br />be established of community leaders and necessary staff members to assist in the problems for <br />the areas of concern, and was adopted by unanimous vote. <br /> <br /> 85-36 - Motion of Mr. Gray and seconded by Mr. Beamer, to go into an executive session <br />to discuss the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale or Acquisition of Public Property <br />(2) Consultation and Briefing on Legal Matters <br /> ~ncluding Contracts and Litigation <br />(3) A Personnel Matter <br />(4) Boards and Commissions <br /> <br />On motion meeting adjourned~ <br />APPROVED - ~ <br /> <br /> Mayor <br /> <br /> <br />
