Johnson has made application to vacate, close, and discontinue <br /> the hereinafter-described portion of Amelia Avenue, and it appearing that notice of applicatio <br /> and request for the appointment of viewers has been Culy advertised as required by law. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of~ the City of Portsmouth, Virginia, <br /> that A. N. Kendrick, Lenon Vann, H. G. Harriston, James H. Griffin and James L. Linehan be <br /> appointed viewers, and that James Moss and L. A. Clarke be appointed alternate viewers in <br /> the event one of the preceding viewers fails to participate, said viewers to view the herein- <br /> after-described portion of such street and to report to this Council in writing whether in <br /> their opinion any, and if any, what inconvenience would result in vacating and closing the <br /> following: <br /> <br /> ~ELIA AVENUE <br /> <br /> Ail that certain part of Amelia Avenue south of its intersection with <br /> Clifford Street and north of its intersection with Griffin Street. Holley <br /> Nays: Lucas <br /> <br /> 85-53 - Letter from the City Manager submitting City Manager's Quarterly Financial <br />Report. <br /> <br /> "In accordance with Section 11-43 of the City C~de, the Quarterly Financial Report for <br />the period ended December 31, 1984, is herewith submitted. <br /> <br /> For the second quarter of the fiscal year, reveflues are slightly more than last year <br />and expenditures are even with last year. Actual revenues to date stand at 44 percent of <br />the revenues estimated for the year, and 40 percent ~f the appropriations have been expended <br />as of December 31, 1984. During the same quarter last year 43 percent of the estimated reve- <br />nues had been received and expenditures were 40 percent of the budgeted appropriations. It <br />may be noted that the revenues exceeded expenditures by a difference of 4 percent during the <br />period reported, and by 3 percent for the same quarter last fiscal year. At this point in <br />time, there does not appear to be any indication of Substantial problems with respect to <br />either the revenues or the expenditures." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, that the City Manager's Quarterly <br />Financial Report for the period ended December 51, 1984, to be received as information, and <br />was adopted by unanimous vote. <br /> <br /> 85-54 - Letter from the City Manager recommending adoption o~ a motion to rescind the <br />rate increase on basic cable service for Cox Cable imposed by City Council on January 22, <br />1985. <br /> <br /> "As you know, on January 22, 1985, City Council authorized Cox Cable to impose a rate <br />increase on basic cable service effective February 1, 1985, thereUy increasing the rate from <br />$9.24 to $10~,50. per month. Council's authorization was justified, based on the information <br />forwarded by~Cox and on their improved performance r~cord over the last year. Recently, <br />however, the controversial sale of local shareholders' stock has caused the Virginia Beach <br />City Council to rescind the rate increase it granted to Cox. The Norfolk City Council plans <br />to consider the rate increase on February 12. <br /> <br /> At this point, because of the confusion over the controversial stock sale, rate is not <br />the question. Instead, it is one of equity and fair~ess to the citizens of Portsmouth. In <br /> <br /> <br />
