<br /> "The CSty of Portsmouth advertised for proposals for the purchase of a parcel
<br />owned land at 3706 Winchester Drive. ~See Map at Attachment A).

<br /> This property consists of .45 acres, and is currently zoned C-2. This site was formerly
<br />utilized as a City fire station.
<br />
<br /> Two proposals were received for this property: i1) W~lliamsOil Company, and (2) Dr.
<br />Richard Cowley, M.D., Dr. John Dommissee, M.D. and Mr. Jackie Taylor. A~comparative summary
<br />of these two proposals is ~ncluded as Attachment B.
<br />
<br /> Williams Oil Company proposes to construct a 2,400 square feet convenience store with
<br />three (31 gasoline pump islands. Details of this proposal are included as Attachment C.
<br />
<br /> Dr. Richard Cowley, Dr. John Dommissee, and Mr. Jackie Taylor propose to construct a
<br />3,600 square feet professional office building occupied by two medical practices and one
<br />insurance agency. Details of this proposal are contained in Attachment D.
<br />
<br /> Williams Oil Company proposes a higher purchase price and local tax generation. However
<br />the proposed professional office building would appear to be more compatible with the sur-
<br />rounding neighborh¢od. The total number of jobs created and/or retained is approximately equ
<br />No City support is required for either proposal.
<br />
<br /> Due to the more compatible nature of the orooosed p~efesS~fo~aloffice building, it is
<br />recormmended that the City accept the proposal ~f Dr. Richard Cowley, Dr. Job Dommissee, and
<br />Mr. Jackie Taylor.

<br /> The attached resolution has been prepared by the City Attorney, and I recommend its
<br />approval."

<br /> JackieFTaylor, 4344 Shcrewood Drive, one of the bidders on the property and would answer
<br />any questions.s.~he City Manager requested that Mr. Taylor submit abe landscaping plans~if
<br />the proposal was accepted, so they may be reviewed and be compatible with the neighborhood.

<br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following resolution was adopted
<br />and by the following vote:

<br />TO PURCHASE CITY-
<br />AUTHORIZING THE

<br /> WHEREAS, the City owns certain hereinafter-described real property which is no longer
<br />required for public purposes and is, hereby, declared to be surplus property; and
<br />
<br /> WHEREAS, pursuant to notice, duly advertised as reqnired by law, an offer has been
<br />received from Dr. Richard Cowley, Dr. John Dommissee and Jackie Taylor to purchase said
<br />property for the amount of Fifty-Five Thousand Dollars ($55,000.1 for the purpose of construc
<br />ting a professional office b~ilding; and
<br />
<br /> WHEREAS, said proposed use is in compliance with the present C-2 Commercial Zoning
<br />for said property; and
<br />
<br />WHEREAS, the City Manager has recommended acceptaFce of said offer; and
<br />
<br />WHEREAS, the Council deems this proposed use to be in the best interest of the City.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the offer of Dr. Richard Cowley, et al., to purchase the hereinafterzdescribed property
<br />for the sum of Fifty-Five Thousand Dollars ($55,000.) be accepted.
