<br /> On motion of Mr. Beamer and seconded by Mrs. Webb,. the fpllowing ordinance was approved
<br />on first reading; award of the contract fo,Asphalt Roads and Materials, Inc., as requested,
<br />and was adopted by unanimous vote:

<br /> 85-43 Letter from the City Manager recommending adoption of an ordinance to appropriate
<br />$150,000 for miscellaneous extensions, additions, and improvements to the Utilities System.
<br />
<br /> "The 1984-85 Capital Improvements Plan programs $150,000 for ~'~Miscellaneous Extensions,
<br />Additions, and Improvemenrs to the Utilities System.'
<br />
<br /> These monies fund minor improvement projects within the systems whose cost is generally
<br />less than $50,000.00 each.
<br />
<br /> A representative list of the projects projected for this year is attached. The Director
<br />of Public Utilities is requesting that the entire $150,000.00 be appropriated so that work may
<br />progress on these projects in a timely manner withcut the necessity for a Council action in
<br />each case. All procurements and awards for these funds will follow the City's standard proce-
<br />dures.

<br />I concur in this request and recommend appropriation of the $150,000.00.-

<br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the following ordinance was approved

<br />FUND FOR MISCELLANEOUS EXTENSIONS ADDITIONS, AND IMPROVEMENTS TO THE UTILITIES SYSTEM."

<br /> 85-44 Letter from the City Manager recommending adoption of an ordinance to amend City
<br />Code to provide for Driver Improvement Program in Portsmouth.
<br />
<br /> "The Community Services Board has approved a Driver~Improvement Program in conjunction
<br />with the General District Court. The Program will be administered through the Board's ASAP
<br />Office and will serve motor vehicle trafffc offenders, other than those guilty of Driving Unde]
<br />the Influence. Individuals adjudicated in need of driver awareness education by the Court wil[
<br />be referred. Each participant will be required to pay a $35 fee, and the program will be self-
<br />supporting from fees collected. The estimated cost for the remainder of this fissal year is
<br />$12,600.

<br /> In order to implement this program, it is ncessary to amend the Code of the City of Ports-
<br />mouth. I, therefore, recommend approval to amend Section 23-1.1 of the City Code to provide
<br />for such Driver Improvemenr Program in Portsmouth and appropriation of funds for implementatio~
<br />of this program."

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was adopted on
<br />first and final reading, and by the following vote:

<br />VEHICLE AND TRAFFIC LAWS."

<br /> 85-46 Letter from the City Manager recommending adoption of an ordinance to close a por-
<br />tion of Water Street in connection with the development of the Seaboard Coastline Building.
<br />
<br /> 'As Council is aware, the adaptive reuse of the Seaboard Coastline Building is near
<br />consmnation. Toward that effort a small portion of Water Street must be closed.
<br />
<br /> From actual surveys, a portion of the building is located within the right-of-way, and in
<br />order to transfer clear title, this matter must be resolved. Viewers were appointed pursuant
<br />to law on January 22, 1985. The v~ewers have reported that no objection is made to this appli-
<br />cation, and the Planning Commission has recommended approval.
<br />
<br /> It is, therefore, r~commended that the City Council adopt the attached ordinance closing a
<br />portion of Water Street.
