<br />for sale of a structure located at 2225 Frederick Boulevard to Thomas L. Harrell.

<br /> 'The City Attorney's Office, pursuant to advertised notice, has received a bid for pur-
<br />chase of 2225 Frederick Boulevard for the sum of $4,705.00. This bid from Thomas L. Harrell
<br />was the only bid received.
<br />
<br /> The proper~y contains the remaining residential structure owned by the City for the
<br />development of a solid waste transfer station. When this house, along with the others which
<br />have previously been sold, is relocated by the purchaser, all of the property will be cleared
<br />and landscaped by the Southeastern Public Service Authority.

<br /> I recommend adopnion of a motion to sell this structure to Thomas L. Harrell for the bid
<br />price of $4,705.00"

<br /> 85-76 Le~er from the City Manager recommending adoption of a motion to authorize City
<br />Manager to execute a contract for development of an office park in West Norfolk.

<br /> 'In line with the Goals and Objectives established by the Council, we have been negoti-
<br />ating with the property owner who purchased the traat formerly owned by the Beazley Foundatio~
<br />for exclusive corporate office and research center. The property owner has agreed to develop
<br />this tract in the practice of previous public/private partnership arrangements, whereby the
<br />City and the owner would participate equally in the costs of raod improvements and Sm~_~
<br />statlon.
<br />
<br /> In addition, approximately 50 acres of the total 138 acres would be set aside by the
<br />developer to be exclusively marketed and sold by the City for corporate headquarters. Per
<br />acre price of $11,500 has been established which will be paid to the owner unon the sale of
<br />the property by the City, The owner, ESG Enterprises, [nc., principal owner, Edward S. Garci~
<br />wishes to develop luxury condominiums and garden apartments with 18 acres set aside for im-
<br />mediate development of a life care center similar to Westminster-Canterbury in lff~ginia Beach
<br />It is anticipated that the cost of the investment in the life care center is approximately
<br />35 people.
<br />
<br /> Attached is a cost benefit analysis prepared by the Director of Economic Development in~
<br />dicating that all costs associated with this project would be recouped in less than six years
<br />with City revenue beyond that point available for the General Fund. It is antic~ipated that
<br />the total development will spur approximately $115 million worth of investment and employ
<br />~p~m~y 2,000 people.

<br />mendation, that authorization be granted to execute the contract, and was adopted by unanimous
