383 <br /> <br />April 9, 1985 <br /> <br />"AN ORDINANCE TO ~4END THE CODE OF THE CITY OF PORTSMOUTH¥1 VIRGINIA, 1973, BY <br />ADDING TO CHAPTER 14 TNEREOE, SECTION 14-42.1 PERTAINING TO THE ESTABLISHMENT <br />OF FEES FOR USE OF THE ANIMAL CREMATORY." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Holley <br />Nays: Webb <br /> <br /> 89-91 Letter frcm the City Manager recommending adoption of a resolution aopointing <br />viewers for the closing of a portion of Columbia Street. ~ <br /> <br />"Robert Ewell and Neil Ewell have made application to close a portion of Columbia Street. <br /> <br /> The attached resolution appoints viewers in accordance with applicable State law to <br />view the portion of such street and to report to the Planning Commission if any inconvenience <br />would result in closing that portion of Columbia Street. <br /> <br />I, therefore, concur and recommend the adoption of the attached resolution." <br /> <br /> On motion of Mr. Corprew and seconded by Mr. Whitlow, the following resolution was adopte <br />and by the following vote: - <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF COLUMBIA STREET. <br /> <br /> WHEREAS, Robert Ewell and Nell Ewell, by their attorney, Stuart H. Held, have made <br />application to vacate, close and discontinue the hereinafter described portion of Columbia <br />Street, and it appearing that notice of application and request for the appointment of <br />viewers has been duly advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that A. N. Kendrick, Charles R. Hudgins, Robert Reed, Harrison Miller an~ R. E. B. Stewart <br />be appointed viewers and that Matthew L. Peanort and Richard D. Ottavio be appointed alternate <br />viewers in the event one of the preceeding viewers fails to participate, said viewers to <br />view the hereinafter described portion of Columbia Street and to report to this Council in <br />writing whether in their opinion any, and if any, what inconvenience would result in vacating <br />and closing the following: <br /> <br />COLUMBIA STREET <br /> <br /> All that certain lot, piece of parcel of land, located in the City of <br />Portsmouth, Virginia, and described as Columbia Street, having as its western <br />boundary Meander Road; its Northern boundary Parcel 85; its Eastern boundary <br />Jamestown Avenue, and its Southern boundary Parcel 86." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 85-92 Letter from the City Manager <br />in the amount of $196,153 from the Grants <br />Habitual Serious Offender/Drug Induced" <br /> <br />recommending adoption of a motion to transfer funds <br />Contingency Account for the continuation of "The <br />(SHO,/DI) program. - <br /> <br /> "I have recently been notified by Alfred S. Regnery, Administrator of the Office of <br />Juvenile Justice and Delinquency Prevention, that the City has been awarded $196,153 for the <br />continuation of "The Serious Habitual Offender/Drug Involved Program (SHO/DI). <br /> <br /> The Portsmouth Police Department is one of five cities, working under the direction of <br />the Department of Justice, to identify drug traffickers and serious habitual juvenile offender <br />and to suppress the behavior. During the second year, law enforcement strategies will be <br />continued to further reduce drug traffic and substance abuse among juveniles, and will improve <br />the information network between the Police Department and other criminal justice agencies. <br />The design and implementation of a Victim Witness Program for Juvenile g Domestic Relations <br />Court will be one of the second year goals. <br /> <br /> The total grant award of $196,153 represents 100% federal funJing, and I recommend the <br />transfer of funds from the Grants Contingency Account ~o continue this program." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to trans{~r <br />$196,153 f~em t]~e Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 81-93 -~ Letter from the City Manager recommending adoption of a motion to refund $87.05 <br />~without interest) to Tino Tile & Marble for 1984 City ~asine~ License. <br /> <br /> "The Commissioner of the Revenue is requesting ~ refund of 1984 Business L~cemse to Tino <br />Tile & Marble, 2304 South Main Street, Salisbury, No~th Carolina 28144. <br /> <br /> The Corporation purchased a specific contractor'is license for ~job they sub-contracted <br />out from Vgnture Construction. The contract on that ijob was cancelled and Tino Tile & Marble <br />are requesting a refund of $87.05 (without interest).: <br /> <br />I recommend that Council adopt this motion, and ia refund be granted." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to re~d <br />$87.05 to Tino Tile & Marble, 2304 South Main Street, Salisbury, North Carolina, as requested, <br />(without interest), and was adopted by unanimous vote. <br /> <br /> <br />
