April 97 1985 <br /> <br /> 85-94 - Letter from the City Manager zecommending adoption of a resolution to establish <br />a schedule for the consideration by the City Council of the 1985-86 operating budget, the <br />imposition and levying of taxes and fees for the purpose of:raising revenue for the support <br />of governmental operations, the public schools, and general revenue sharing. <br /> <br /> "This past December, I distributed to the City Council a work schedule for the 1985-86 <br />budget process, a copy of which is enclosed. The City Attorney advises that the Council <br />meeting dates included in the schedule ~onl~ be established by adoption of a resolution by <br />the Council, and has prepared the enclosed resolution for this purpose. The dates included <br />in the proposed resolution are in keeping with the schedule previously furnished to you, and <br />I recommend adoption by the Council of this resolution." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION ESTABLISHING A SCHEDULE FOR CONSIDERATION BY THE CITY COUNCIL <br />OF THE 1988-86 OPERATING BUDGET, THE IMPOSITION AND LEVYING OF TAXES AND FEES <br />FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS <br />AND TH~ .PUBLIC SCHOOLS AND GENERAL REVENUE SHARING. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That at the regularly scheduled City Council Meeting on April 23, 1985 at 7:00 p.m. <br />~n the~Ceu~cil ~hamber, 6th Floor, City Hall, the City Manager shal~ submit to th6 City <br />Council the 1985-86 Operating Budget proposal. <br /> <br /> 2. Tha~ a Special Meeting of the City Council will be held on April 30, 1985 at 7:00 <br />p. m. in the Council Chambers, 6th Floor, City Hall, for the purpose of a public hearing <br />on the 1985-86 Operating Budget, the imposition and levying of taxes and fees for the <br />purpose of raising revenue for the support of governmental operations and the public schools <br />and general revenue sharing. <br /> <br /> 3. That a Special Meeting of the City Council will be held on May 7, 1985 at 7:00 p. m. <br />~n ~het~eu~&~c~hambers, 6th Floor, City Hall, for the purpose of consideration by the City <br />Council of the 1985-86 Operating Budget, the imposition and levying of taxes and fees for <br />the purpose of raising revenue for the support of governmental operations and public schools, <br />and general revenue sharing and such other matters as may be deemed appropriate. <br /> <br /> 4. That at the regularly scheduled City Council )4eeting on May 14, 1985 at 7:00 p. m. <br />in the Council Chambers, 6th Floor, City Hall, the City Counci,1 shall consider final adoption <br />of the 1985986C~pm~a~iggZBudget, the imposition and levying of taxes and fees for the purpose <br />of raising revenue for the suppor~ of governmental operations and the public schools, and <br />general revenue sharing and such other matters as may be deemed appropriate." <br /> <br /> Ayes: Beamer, Corprew, 'Gray, Lucas, Webb, Whitlow, Holley <br /> Nays: None <br /> <br /> 85-95 '~qtter from the City Manager recommending adoption of an ordinance to appropriat~ <br />$36,000 from the Capital Improvement Fund for engineering services for the analysis of build- <br />ing materials~in the Civic Center complex for asbestos content and award of contract to <br />responsible low bidder. <br /> <br /> "As y~B.are aware, all across the country municipalities arecconcerned about the poten- <br />tial health r~isks associated with asbestos content in the building structures, especially <br />those constructed prior to 1968. <br /> <br /> Portsmouth, not unlike other communities, has inspected many of those buildings. A <br /> report has been prepared for the School Board and efforts are underway to encapsulate and/or <br /> remove asbestos from school buildings. ~n my continuing effort to make sure that our citizen <br /> and employees visit and work in safe environments, bid proposals were solicited from seven <br /> companies for the investigation of asbestos at the Civic Center complex~ Proposals were <br /> received from the following four companies: <br /> <br />Norshipco <br />Taylor Development <br />Marine Inspections <br />Inter-Science Research <br /> <br /> After careful and deliberate analysis, the evaluation committee, consisting or'the <br />Director of Planning, Engineeriny~ and Inspections, the Director of Public Mealth, the <br />P~rchasing Agent, and the Director of General Services, has recommended that contract award <br />in the amount ~ $36,000 be given to Norshipco of Norfolk. This award is based on previous <br />performance and experience in asbestos investigation and removal. <br /> <br /> I concur.~iith this recommendation and recmmmend the award of the contract and appropri- <br />aaion of the necessary funds." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, the following ordinance was approved <br />on first reading; award of contract to Norshipco of Norfolk, as recommended, and was adopted <br />by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $36,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING SERVICES FOR THE ANALYSIS OF BUILDING MATRRIALS IN THE CIVIC <br /> CENTER COMPLEX FOR ASBESTOS CONTENT." <br /> <br /> <br />
