85-95 '~qtter from the City Manager recommending adoption of an ordinance to appropriat~
$36,000 from the Capital Improvement Fund for engineering services for the analysis of build-
ing materials~in the Civic Center complex for asbestos content and award of contract to
responsible low bidder.

"As y~B.are aware, all across the country municipalities arecconcerned about the poten-
tial health r~isks associated with asbestos content in the building structures, especially
those constructed prior to 1968.

Portsmouth, not unlike other communities, has inspected many of those buildings. A
report has been prepared for the School Board and efforts are underway to encapsulate and/or
remove asbestos from school buildings. ~n my continuing effort to make sure that our citizen
and employees visit and work in safe environments, bid proposals were solicited from seven
companies for the investigation of asbestos at the Civic Center complex~ Proposals were
received from the following four companies:

Norshipco
Taylor Development
Marine Inspections
Inter-Science Research

After careful and deliberate analysis, the evaluation committee, consisting or'the
Director of Planning, Engineeriny~ and Inspections, the Director of Public Mealth, the
P~rchasing Agent, and the Director of General Services, has recommended that contract award
in the amount ~ $36,000 be given to Norshipco of Norfolk. This award is based on previous
performance and experience in asbestos investigation and removal.

I concur.~iith this recommendation and recmmmend the award of the contract and appropri-
aaion of the necessary funds."

On motion of Mrs. Webb and seconded by Mr. Whitlow, the following ordinance was approved
on first reading; award of contract to Norshipco of Norfolk, as recommended, and was adopted
by unanimous vote:

"AN ORDINANCE TO APPROPRIATE $36,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
