382 <br /> <br />April 9, 1985 <br /> <br /> "Bids were received on March 24, ~985J!for the replacement and demolition of the filter <br />system at the Cavalier Manor swimming pool. The 1983-88 Capital Improvement Program authorise <br />$75,000 for upgrading of existing Parks and Recreation facilities. Only one bid was received <br />as follows: <br /> <br />(1) Atlantic Pools and Spas, Inc. <br /> City Estimate <br /> <br />$24,950.00 <br />$30,000.00 <br /> <br /> The total cost of the project, including contract administration, inspection and con- <br />tingencies is $29,950.00. The City Engineer recommends appropriation of the funds necessary <br />and award or. the contract to Atlantic Pools and Spas, Inc. <br /> <br /> Attached is the necessary ordinance to accomplish this task and I recommend its approval <br />in addition to awarding a contract to the only bidder, Atlantic Pools and Spas, Inc." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, the following ordinance was approved <br />on first reading; awarR~5of contract to Atlantic Pools and Spas, Inc., as requested, and was <br />adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $29,950 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DEMOLITION AND REPLACEMENT OF THE FILTER SYSTEM OF THE CAVALIER MANOR SWISHING <br />POOL." <br /> <br /> 85-89 - Letter from the City Manager ~ecommending adoption of an ordinance to appropriate <br />$25,000 from the CaPital Improvement Fund for costs of purchasing an animal crematory and awar, <br />of the contract to responsible low bidder. <br /> <br /> "The current Capital Improvement Program identifies $30,000 to purchase a crematory for <br />small animals. The Public Works Department now disposes of animals at the refuse incinerator <br />on Frederick Boulevard. However, when that facility is closed about Mayil, another means of <br />disposing of the animals will be required. The attached report discusses the alternatives <br />which were considered. <br /> <br />Two bids were received on April 1, 1985, as follows: <br /> <br />Amount of Bid % of City Estimates <br /> <br />City Estimat~ <br />Southern Corporation <br />Air Pollution Control <br /> Products, Inc. <br /> <br />$25,000 100% <br />20,914 84% <br />16,750 67% <br /> <br /> The Public Works Director has examined the bids and recommends that the apparent low <br />bid be rejected because it does not meet several criteria, including the capacity specified <br />by the City. He therefore recommends awarding the contract to Southern Corporation. Total <br />project cost is as follows: <br /> <br />Contract cost <br />Installation of utilities <br />Total anticipated project cost <br /> <br />$20,914 <br /> 4,086 <br /> <br />~5,000 <br /> <br /> I recommend that the attached ordinance appropriating $25,000 be approved on first <br />reading and that the contract be awarded to Southern Corporation. Delivery time is estimated <br />at 6 8 weeks fol2owing City approval of the contractor's drawings, It should be noted that <br />the incinerator must meet emission requirements established by the State Air Pollution Control <br />Board. Southern Corporation has indicated that they can certify their conformance with those <br />standards. <br /> <br /> I also recommend that you establish a disposal fee of $7 per animal delivered to the City <br /> crematory and a fee of S10 per animal for each such animal picked up from private businesses <br /> and disposed of at the City crematory. The fees are necessary to defray collection and <br /> crematory operating costs. These fees will not apply to the Portsmouth Humane Society. An <br /> ordinance is attached which would impose these fees." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved <br />~on first reading; award of contract to Southern Corporation, as requested, and was adopted <br />by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2S,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE AND INSTALLATION OF AN ANIMAL CREMATORY." <br /> <br /> 85-90 Letter from the City Manager recommending adoption of an ordinance to amend the <br />City Code by adding Section 14-42.1 pertaining to establishment of fees for use of the animal <br /> <br />(See letter under Item 85-89) <br /> <br /> On motipn of Mr. Sray and seconded by Mr. Beamer, the following ordinance was adopted on <br />first and final reading, and':by the following vote: <br /> <br /> <br />
