Roberts, Pastor of Zion Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, minuees of the called meeting for March <br />26, 198S; and minutes of the regular meeting of March 26, 1985, to be approved as received, <br />and was adopted by unanimous vote. <br /> <br /> Mayor Holley recognized students of the Government Class of James Twine, Teacher, I. C. <br />Norcom High School. <br /> <br /> 85-86 - Joint Public Hearing of the City Council and City Planning Commission on the <br />following rezoning applications, a group housing project, and a proposed amendment to the <br />City Code: Motion of Mr. Whitlow and seconded by Mrs. Webb, that ~he~foltowing Items (a) <br />through (e) to be considered at one time, and was adopted by unanimous vote. <br /> i(a) Zoning Petition Z 85-21 - Rezoning application of E.S.G. Enterprises, Inc., <br /> by Michael F. Gelardi, Vice President, to rezone <br /> property on the south side of West Norfolk Road, known <br /> as the Beazley Farm; from Residential R-150 to Resi- <br /> dential R-75-K Conditional, Residential R-60-K Condi- <br /> tional, and Residential R-60-AK Conditional. <br /> <br />(b) Zoning <br /> <br />Petition Z 85-22 - <br /> <br />Rezoning application of the Portsmouth Port and <br />Industrial Commission, by Michael F. Gelardi, <br />Vice President of E.S.G. Enterprises, Inc., to <br />rezone property along Carney Creek, known as <br />the Beazley Farm; from Residential R-150 to Residential <br />R-75-K Conditional. <br /> <br />(c) Zoning <br /> <br />Petition Z 85-23 - <br /> <br />Rezoning application of the City Planning Commis- <br />sion, by Ernest Freeman, City Planner, to rezone <br />property on the south side of West Norfolk Road, <br />known as Beazley Farm; from Residential R-1S0 to <br />Planned Office Park POP. <br /> <br />(d) GHP~SS-15 <br /> <br />Group Housing Project application of E.S.G. Williams, Co-Developer, for a life care <br />community of 200 dwelling units in a four-story build- <br />ing and 50 free standing cottage dwelling units on <br />property on the south side of West Norfolk Road, known <br />as the Beazley Farm. <br /> <br />~.~' (e) CA 85-3 <br /> <br />CODE AMENDMENT: A proposal to amend Section 40 of the <br />City Code by establishing a new zoning district to be <br />k~own as the Planned Office Park District. <br /> <br />The following members of the Planning Commission were present: <br /> <br />J. Douglas Powell, Chairman, Robert L. Baker, Sr., Martha F. Glover, Vann H. <br />Lefcge, Thorburn A. Parker, Marilyn A. Sallee, Lamar Williams. <br /> <br /> Mr. Powell, Chairman~of the Planning Commission, called the Public Hearing meeting <br />to order. <br /> Attorney, <br /> James C. Hawks,/419 London Boulevard, representing E~S~G~ Enterprises ~ Inc~, sp~e <br />in support of the development. <br /> <br /> Charles Hartig, 100 Plaza Center, Virginia Beach, representing E~S~G.~ Enterprises, Inc., <br />presented a description of the over-all plan for the development. <br /> <br /> Henry M. Williams, Project Developer, Harkins~A~socia~es~ Inc.~ Silver Spring, Md~, gave <br />a presentation on the life care community included in the development. <br /> <br /> Gerald Burgess, Director of Economic Development, City of Portsmouth, spoke in support <br />of the development. <br /> <br /> Motion of Mr. G~Fay and seconded by Mrs. Webb, to recess for the Planning Commission to <br />continue their order of business on Item 85-~6 (~ through (e), and was adopted by unanimous <br />vote. Council recessed at 7:38 p.m. <br /> <br />Council reconvened at 7:50 p.m. <br /> <br /> Mr. Powell, Chairman of the Planning Commission, stated that the Planning Commission had <br />voted una~imo~s~ to recommend approval for Item 85-86 (a) through (e), <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that Item 95-86 (a) through (e) to be de- <br />ferred to the next regular meeting, April 23, 1985, and was adopted by unanimous vote. <br /> <br /> <br />
