April 25~ ]985 <br /> <br />(e) CA 85-3 <br /> <br />CODE ~4ENDMENT: <br />establishing a <br />Park District. <br /> <br /> A proposal to amend Section 40 of the City Code by <br />new zoning district to be known as the Planned Office <br /> <br /> Motion of Mr. Gray and seconded by Mrs. <br />Planning Commission, CA 85-3 to establish a <br />Office Park District, was approved on first <br /> <br /> Lucas, to concur in the recommendation of the <br />new zoning district to be known as the Planned <br />reading by unanimous vote. <br /> <br />85-41(i) CA 85-1 <br /> <br />- A proposal to amend Section 4-121 of the City Code pertaining to <br /> dimensional requirements in the Downtown D-1 District, deferred from <br /> the Public Hearing of February 12, 1985. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the matter be deferred until the next <br />meeting after the field trip, and was adopted by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 85-102 Letter from the City Manager recommending adoption <br />$60,000 for construction of a parking lot at the 1846 Courthouse <br />responsible low bidder. <br /> <br />of an ordinance to appropriat, <br />and award of contract to the <br /> <br /> "With the redesign of High Street and reduction of on-street parking spaces it is pro- <br />posed to build a 32 parking lot adjacent to the 1846 Courthouse. This lot will serve commerci~ <br />and retail establishments Downtown, along with providing covenJent parking for patrons of <br />Virginia Sports Hall of Fame, Fine Arts Gallery and Children's Museum. Bids were opened on <br />April 12, 1985 for the construction of this lot. <br /> <br />The bids received are as follows: <br /> <br />City Estimage $43,100 100% <br />Conrad Brothers, Inc. 38,428 89% <br />Aldo Construction Corp. 76,722 178% <br /> <br /> The City Engineer has investigated Conrad Brothers, Inc. with regard to both financial <br />status and the ability to perform the work and he recommends awar~ of the contract. Conrad <br />Brothers is the contractor currently under contract for Phase I & II of Priority Action Plan <br />(Riverfront Park and High Street improvements). <br /> <br /> It s.hould be noted that in addition to the contract, the proposed appropriation includes <br />the following: <br /> <br />Conrad Brothers $38,428 <br />Virginia Power (street lights) 6,600 <br />Parking, Meter, and <br />Stripping 6,000 <br />Landscaping 3,000 <br />Contract Administration, <br />and Inspection 3,000 <br />Contingencies 2,972 <br /> <br />Total $60,000 <br /> <br /> The City and Virginia P <br />our historic architectural s <br />Power but is expected within <br /> <br />swer have agreed to a light fixture which will be in keeping with <br />tyle. Whitlow, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO A>[END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS <br />AMENDED, BY AMENDING SECTION 23-381.1(a) THEREOF, PERTAINING TO ~40TOR VEHICLES. <br /> <br /> <br />
