Enter~kises, Inc., by Michael F. Gelardi <br /> Vice President, to rezone property on the south side of West Norfolk <br /> Road, known as the Beazley Farm; from Residential R-~50 to R~sidential <br /> R-75-~ Conditional, Residential R-60-K Conditional, and Residential <br /> <br />The following citizens spoke on Item 85-86 (a through e): <br /> <br /> Rev. H. L. Burwell, Pastor of First Baptis~? Church, W~st Norfolk-Jor~nnl~Lane, inquired <br />to ~at affect would the development have on the church, requested appropriate ~oad~for access <br />to the church, water and sewers provided, and would appreciate in writing response to his <br />concerns and what ~o expect in the future. <br /> <br /> The City Manager responded and stated that all the concerns that had been addressed <br />would'be outlined in a letter ~o Rev. Burwe~l. <br /> <br /> Doris L. Perry, 4104 Burrland Road, representing residents of Jor~nsville, requested an <br />additional three minutes to speak. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that ~s. Perry be granted additional time. <br />as requested, and was adopted by unanimous ~ote. <br /> <br /> Ms. Perry spoke on same concerns as previously stated by Rev. Burwell, plus requesting <br />garbage pick~up from their homes, appropriate egress and ingress from their property, curbs <br />and gutters, fUnds to pay for improvements to their homes, a commi~tment in writing that the <br />city ~oes not plan to develop the area for redevelopment area and later condemn their property <br />and ~o defer action on the Beazley Farm development until the resident~ interests are appro- <br />Friately addressed and are reduced to writing. <br /> <br />The City Manager responded. <br /> <br /> Charles McManus, 4516 West Norfolk Road, representing South Jordansville, inquired if he <br />would lose his land by emmnent domain ~n a year or twQ. <br /> <br />The City Attorney responded. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to concur in the recommendation of the <br />Pl~i~g Commission, to rezone property on the south side of West Norfolk Road, known as <br />Beazley Farm, ~rom Residential R-150 to REsidential R-75-K Conditional, Residential R-60-K <br />Conditional, and Residential R-60-A-K Conditional, the following ordinance was approved on <br />first reading by unanimous vote: <br /> <br />"ZONING ~.4BNDMBNT Z 85-21" <br /> <br />(b) Z 85-22 <br /> <br />Rezoning application of the Portsmouth Port and Indistrial Commission, <br />by Michael F. Gelardi, Vice President of E.S.B. Enternrises, Inc., to <br />rezone property along Carney Creek, known as the Beazley Farm, from <br />Residential R-lS0 to Residential R-75-K Conditional. <br /> <br /> Moti6n of Mrs. Webb and seconded by Mr. Gray, to concur in the recommendation of the <br />Planning Commission, to rezone property along Carney Creek, known as the Beazley Farm, from <br />Residential R-150 to Residential R-75-K Conditional, the following ordinance was appproved on <br />first reading by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 85-22" <br /> <br />(c) Z 85-23 <br /> <br />Rezoning application of <br />City Planner, to rezone <br />known as Beazley Farm, <br />POP. <br /> <br />the ~iityyPlanning Commission, by Ernest Freeman, <br />proper~y on the south side of West Norfolk Road <br />from Residential ~-150 to Planned Office Park <br /> <br /> M%tion of Mrs. Lucas and seconded by Mr.~Beamer, <br />Planning C6mmission, to rezone property on the south <br />F~l-='from Residential R-150 to Planned Office Park <br />on first reading by unanimous vote: <br /> <br /> to concur in the recommendation of the <br />side of West Norfolk Road, known as Beazl <br />POP, the following ordinance was approved <br /> <br />"ZONING AMENDMENT ORDINANCE Z 85-23" <br /> <br />(d) GHP 85-15 - <br /> <br />Group Housing Project application of E.S.G. ~nterprises, [nc., by <br />Henry H. Williams, Co-Developer~ for a life care community of 200 <br />dwelling units in a four-story building and 50 free standing cottage <br />dwelling units on property on the south side of West Norfolk Road, <br />known as the Beazley Farm. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, to concur in the ~ecommendation of the <br />Planning Commission, GHP 85-15 for a life care community of 200 dwelling units mn a four-story <br />building and 50 free standing cottage dwelling units on proper~y on the south side of West <br />Norfolk Road, known as the Beazley Farm, was approved on first reading by unanimous vo~e. <br /> <br /> <br />
