Hundley, <br />ordinance is repealed, and <br /> <br />Columbia Street, representing Seawall Restaurant, spoke in.support <br /> <br />1023 Naval Avenue, spoke on, concerns for our citizens if the <br />requested that the matter be tabled. <br /> <br /> Hannah Flora, 3109 Arlington Place, representing Westhaven Park Civic League and West <br />End Methodist Church, spoke against repealing of the ordinance and requested Clarification of <br />the hours. <br /> <br />The City Manager responded. <br /> <br />The following letter was received from the Churchland Baptist Church: <br /> <br /> "I am writing you at the request of the Portsmouth Baptist Ministers Conference concernin <br />the recommendation made by City Manager, George L. Hanbury that our city's alcohol blue law <br />be repealed. We urge you to postpone action on such a precipitate recommendation until our <br />churches and deeply concerned community organizations can be informed that such action is bein <br />considered. Lee Carter, President, Portsmouth Baptist Ministers Conference" <br /> <br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following ordinance Mas adooted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~4END CHAPTER 21 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1973, BY REPEALING SECTION 21-166 THEREOF, PERTAINING TO BEER, WINE SALES." <br /> <br />Ayes: Corprew, Lucas, Webb, Whitlow, Holley <br />Nays: Beamer, Gray <br /> <br /> 85-105 Letter from the City Manager recommending adoption <br />the issuance of Industrial Development Revenue Bonds for Elmhurst <br />amount estimated at $935,000 for the refunding of existing bonds <br /> <br />of a resolution zo approve <br />Square Properties in an <br />issu~dJi~21982. <br /> <br /> "The Industrial Development Authority of the City of Portsmouth held a public hearing <br />on April 11, 1985, and approved the issuance of Industrial Development Revenue Bonds for <br />Blmhurst Square Properties in an amount estimated at $935,000 for the refunding of existing <br />bonds issued in 1982. The original bond issue was used to finance the construction of a com- <br />mercial shopping center located at 5600-5634 Portsmouth Blvd. In accordance~£~h£heapplicable <br />federal and state law, the IDA has requested City Council to approve the issuance of such bond <br /> <br /> The intent of the bonds is to refund the existing bonds <br />financing situation. The approval of this refunding will noz <br />per capita bond allocation from the Commonwealth of Virginia. <br /> <br />thus resulting in a more favorable <br />apply against the City's annual <br /> <br /> The attached resolution has been prepared by the City Attorney, and I recommend its <br />approval." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE REISSUANCE AND MODIFICATION OF INDUSTRIAL DEVELOPMENT <br />REVENUE BONDS BY THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, FOR ELMHURST SQUARE PROPERTIES IN THE PRINCIPAL AMOUNT OF $935,000 FOR <br />REFUNDING OF AN EXISTING BOND ISSUE WHICH WAS USED TO ASSIST IN THE FINANCING OF <br />A C05~ERCIAL SHOPPING CENTER LOCATED AT 560034 PORTSMOUTH BOULEVARD IN THE CITY <br />OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, the Industrial Development Authority of the City of Portsmouth, Virginia (IDA) <br />has been authorized by the City Council of the City of Portsmouth, Virgmnma, to advertise and <br />hold public hearings relative to the issuance of Industrial Development Revenue Bonds; and <br /> <br /> WHEREAS, on May 20, 1982, the IDA issued, sold and delivered Nine Hundred Thirty-Five <br />Thousand Dollars ($935,000) principal amount of 1982 Industrial Development Revenue Bonds <br />(Elmhurst Square Properties Facility)~hereinafter called (the "1982 Bonds") no pay the cost of <br />financing a commercial shopping cen~er ~ogether with property and fixtures attached to or used <br />in connection therewith hereinafter collectively referred to as (the "facility") located at <br />5600-34 Portsmouth Boulevard, Portsmouth, Virginia, which facility was sold to Elmhurst Square <br />Propernies, a Virginia General Partnership, (the "Company"); and <br /> <br /> <br />
