A. Edwards and Jimmy Currin, contract owners, has made application pursuant <br />to Section 40-55 of the Code of the City of Portsmouth, Virglnma, 1973, for the granting and <br />approval of a 5~oup Housing Project consisting of an eight (8) unit, two-story buiding on a <br />parcel of land located on the south side of County Street between Dinwiddie and Washington <br />Streets; an~ <br /> <br /> WHEREAS, the application filed by Kirk Berkley, A.I.A., has been determined by the Plan- <br />ning Commission to have' met the requirements of Section 40-55 of the Code of the City of <br />Portsmouth, Virginia, 1973, as amended; and <br /> <br /> WHEREAS, the Planning Commission has reviewed such application and site plan submitted <br />therewith and has recommended a condit~ional approval of said application; and <br /> <br /> WHEREAS, the developer has been informed that approval of a Group Housing Project pursua~ <br />to Section 40-55 grants only an exemption from certain reqdirements for residences as stated <br />in said section, and does not constitute a wa~iver of any other requmrement embodied in the <br />Subdivision ordinance, Zoning Ordinance, Code of the City of Portsmouth, Virginia, or any <br />other applicable local, state, or Eederal law or regulation; and <br /> <br /> WHEREAS, the developer is aware that building permits or any other recuired permit will <br />be issued only upon complicance with the ordinances, laws or regulations applicable thereto. <br /> <br /> NOW, THEREFORE, B~ IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the certain Group Housmng Project consisting of an eight)8) unit, two-story building located <br />on the south side of County Street between Dinwiddie and Washington Streets and designated <br />as GHP-85-10, and more specifically described in correspondence from Kirk Berkley, A.I.A., <br />dated March 6, 1985 as shown on plans designated "Proposed Right Unit Development-Disposition <br />Parcel 55-56 Downtown South" filed with the appropriate officials of the City of Portsmouth, <br />Virginia, such being made a part hereof, is hereby granted~approval subject to the following <br />terms and conditions: <br /> <br /> (1) A final architectural design and landscaping plan must be approved by the Downtown <br />D-1 Design Committee. <br /> <br /> (2) -~A~standard site improvement plan must be submitted to the Department of Engineering <br />and Technical Services for review and approval and include a £ifteen foot (15') driveway to <br />the rear parking area.' <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Holley <br />Nays: None <br />Abstaining: Whitlow <br />Council recessed for 5 minu~es at 9:48 ~.m. and reconvened at <br /> REPORTS FROM THE CITY MANAGER <br /> <br />9:55~p.m. <br /> <br /> 85-145 Letter from the City Manager recommending adoption of an ordinance to appropria <br />$8,000 representing the City's share to the Future of Hampton Roads, Inc., for the "Stadium <br />Feasibility Study". <br /> <br /> 'With your guidance over the past several months, I have been working cooperatively <br />with The Future of Hampton Roads, Inc., regarding the £easibility of constructing a regional <br />sports facility in Portsmouth. Proposals have been received from ~wo cities mn addition to <br />Portsmouth to locate the facility within their communities (Suffolk and Newport News). <br /> <br /> The Future of Hampton Roads, Inc., has ferwarded to the City the attached proposal to <br />fund a "Stadium Feasibility S~udy' to identify benefits to the region, provided advice on <br />appropriate design and recommend a location. As indicated in the proposal, the cost of the <br />study is estimated at $125,000 with funding to be shared from public as well as private <br />sources. <br /> <br /> Ail cities and counties in the Hampton Roads area have indicated their ~illingness ~o <br />participate in this joint effort with the exce~tmon of Franklin, which will not ~articipate, <br />and Southampton County, whose Board is as yet undecided. The cost to Portsmouth, as a <br />possible site for r~e stadium, is S8,00[ calculated on a £ormula of g cents ~er canita. The <br /> <br /> <br />
