<br />PURSUANT TO SECTION
<br />SAID PROJECT BEING

<br /> WHEREAS, James B. Bickford, has made application pursuant to Section 40-55 of the Code
<br />of the City of Portsmouth, Virginia, 1973, for the granting and approval of a Group Housing
<br />Project consisting of ninety seven (97) townhouse-style apartments on 6.96 acres located
<br />between Pepperwood Court and the proposed Western Freeway; and
<br />
<br /> WHgREAS, the application has been determined by the Planning Commission to have met
<br />requirements of Se~ction 40-55~ and
<br />
<br /> WHERgAS, the
<br />therewith and has
<br />
<br />Planning Commission has reviewed such application and site plans
<br />recommended condtional approval of said application; and

<br /> WHEREAS, the developer has been informed that approval of a Group Housing Project pursua~
<br />to Section 40-55 grants only an exemption from certain requirements forresidences as stated
<br />in said section and does not constitute a waiver of any other requirement embodied in the
