E. 8 M. L. Garner, by James <br />V. Bickford, buyer, for 97 townhouse units in 14 buildings on a parc~ <br />of land lying to the south of Pepperwood Court and north of the pro- <br />posed Western Freeway and east of properties fronting Pinebark Road, <br />approved on first reading at the meeting of May 14, 1985. <br /> <br />George Rayfield, <br /> <br /> 3725 Pinebark Road, requested an additional 5 minutes to s~eak. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, Mr. Rayfield was granted an additional 5 <br />minites, and was adopted by unanimous vote. <br /> <br /> Mr. Rayfield spoke with concern on what <br />regard to the impact on single family homes, <br />the application be denied. <br /> <br />the project would have on the neighborhood with <br />schools, crime would increase, and requested that <br /> <br /> Dan Martini, 3801 Old Farm Road, spoke with concern re~arding the traffic problems, but <br />stated if a good sclution would be presented that he was willing to listen. <br /> <br />Motion of Mr. Whitlow and seconded by Mr. Beamer, to adopt GHP 85-8 on final reading. <br /> <br /> Substitute mormon of Mr. Gray and seconded by Mrs. Webb, to defer GHP 85-8 <br />meeting (June 11, 1985), and was defeated by 2-5 (Ayes-Grey, Webb) vote. <br /> <br />On motion the following resolution was adopted, and by the following vote: <br /> <br />until the next <br /> <br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT <br />40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />KNOWN AS "PEPPE~WOOD III" AND DESIGNATED AS GHP-85-8. <br /> <br />PURSUANT TO SECTION <br />SAID PROJECT BEING <br /> <br /> WHEREAS, James B. Bickford, has made application pursuant to Section 40-55 of the Code <br />of the City of Portsmouth, Virginia, 1973, for the granting and approval of a Group Housing <br />Project consisting of ninety seven (97) townhouse-style apartments on 6.96 acres located <br />between Pepperwood Court and the proposed Western Freeway; and <br /> <br /> WHgREAS, the application has been determined by the Planning Commission to have met <br />requirements of Se~ction 40-55~ and <br /> <br /> WHERgAS, the <br />therewith and has <br /> <br />Planning Commission has reviewed such application and site plans <br />recommended condtional approval of said application; and <br /> <br /> the <br />submitting <br /> <br /> WHEREAS, the developer has been informed that approval of a Group Housing Project pursua~ <br />to Section 40-55 grants only an exemption from certain requirements forresidences as stated <br />in said section and does not constitute a waiver of any other requirement embodied in the <br /> <br /> <br />
