<br /> WHEREAS, Reubin Manning, by C. Rawford Eure, Surveyor, has made application pursuant to
<br />Section 40-55 of the Code of the City of Portsmouth, Virginia, 1973, for the granting and
<br />approval of a group housing project consisting of a four (4) unit rental apartment building
<br />at the northeast corner of Hansen Avenue amd Wall Street; and
<br />
<br /> WHEREAS, the application has been determined by the Planning Commission to have met the
<br />requirements of Section 40-55 of the Code of the City of Portsmouth, Virginia, 1973, as amen&
<br />and
<br />
<br /> WHEREAS, the Planning Commission has reviewed such application and site plan submitted
<br />therewith and has recommended a conditional approval of said application; and
<br />
<br /> WHEREAS, the developer has been informed that approval of a group housing prolect pursum
<br />to Section 40-55 grants only as exemption from certain requirements for residencies as stated
<br />in said section, and does not constitute a waiver of any other requirement'embodied in the
<br />subdivision ordinance, zoning ordinance, Code of the City of Portsmouth, Virginia, or any othei
<br />applicable local, state or federal or regulation; and

<br /> WHEREAS, the developer is aware that building permits or any other required permit will
<br />be issued only upon compliance with the ordinances, laws or regulations applicable thereto;

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the certain group housing project consisting of four (4) rental units on a 0.2188 acre parcel
<br />located on the northeast corner of Hansen Avenue an~ Wall Street and designated as GHP-85-13,
<br />and more specifically described in correspondence f~om C. Raeford Eure, Partner, Hoggard-Eure
<br />Associates, dated March 6, 1985 as shown on plans designated "New Apartment Part of Lots 30,
<br />32 and 34, Block I, Fairville, Section 1, Hansen Avenue and Wall Street", filed with the
<br />appropriate officials of the City of Portsmouth, Virginia, such being made a part hereof,
<br />is hereby granted approval subject to the following terms and conditions:

<br /> 1. A detaile~ landscape plan including privacy fence provisions be submitted to the
<br />Planning Department for approval prior to issuance o[ building permits.
<br />
<br /> 2. A site improvement plan, indicating twenty feet (20') parking spaces, sidewalks~
<br />and other required ~mprovements ~o Wall Street and Hansen Avenue be submitted to the Depart-
<br />men~ of Engineering and Technical Services for approval.

<br />3. Shutters to be placed on all windows on the Hansen AVenue and Wall Street elevations.
<br />
<br />4. Washer/dryer hookups be provided in each unit."

<br /> WHEREAS, Rudy A. Baker and David L. Wilkerson, ~r., has made application ~ursuant to
<br />Section 40-55 of the Code of the City of Portsmouth, Virginia, 1973, for the g~anting and
<br />approval of a group housing project consisting of thirty-two (32) two (2) bedroom units in
<br />three (3) structures on a 1.28~ acre tract bounded by Randolph, Henry and Chestnut Streets;

<br /> WHEREAS, the application has been determined by the
<br />requirements of Section 40-55 of the Code of the City of

<br />bounded by Randolph, Henry and Chestnut Streets and ~esignated as GHP-88-14, and more speci-
<br />fically described in correspondence from Rudy A. Bakbr and Davi~ L. Wilkerson, dated March 8,
<br />1985 as shown on plans designated "Kings Way Apartments" filed with the appropriate officials
<br />of the City of Portsmouth, Virginia, such being made a part hereof, is hereby granted approval
<br />subject to the following terms and conditions:

<br /> 1. A final landscape plan indicating full landscaping around buildings and in open areas
<br />on the site, as well as screening on the eastern property line at the parking lot, must be
<br />submitted to the Planning staff for review and approval prior to issuance of building permits
<br />
<br /> 2. A standard site ~m~rovement plan must be submitted to the Department of Engineering
<br />and Technical Services for review and approval."
