<br />the Virginia Department of Highways and T[ansportation must designate a road as a
<br />scenic highwa) or byway pursuant to Section 33.1-62 of the Code of Virginia. The
<br />road to be so des Lgnated is that portion Of City Park Avenue which begins at Park
<br />Manor Road and extends north into City Pa~k for 0.48 mile.
