Corprew, Jr., J. RcberZ Gray, <br /> L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, <br /> Steven Lieberman, City Attorney. <br /> <br /> Rev. Stephen L. Moose, Pastor of St. Andrew Lutheran Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the called meeting of May 28, <br />1985; mznutes of the regular meeting of May 28, 1985, to be approved as received, and was <br />adopted by unanzmous vote. <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br /> 85-165 Mayor Holley welcomed the following Exchanged Stud~2ss who have been attending <br />Portsmouth High Schools for the past year: <br /> <br />Churchland High School <br /> <br />Aida Vilar, Sucre, Bolivia <br />MaRia lbarra, AlgortaVizcaya, Spain <br /> <br />Wilson High School <br /> <br />Jouni Vaahtoranta, Bspoo, Finland <br /> <br />Cradock High School <br /> <br />Norika Karo, Yamato City, Japan <br /> <br /> Mayor Holley presented mementoes to each student and commended them on the exemplary <br />manner in which they had represented their country While being in Portsmouth. <br /> <br /> 85-156 - Mrs. Mary Westfall, Chairman, Portsmouth Beautification and Clean Community <br />Commission, presented plaque received by the City of Portsmouth 1985 Winner for the "Great <br />Chesapeake-Portsmouth Clean-Up Challenge" Award. Mrs. Westfall introduced Lamont Myers, <br />Municipal Operations Committee Chairman and he presented awards to Michael Kerekesh, Pn~licacc <br />Utities, 2nd place winner in the Adopt-A-Lot contest; Moses Atkins, Denartment of Inspections <br />1st place winner in the Adopt-A-Lot contest. Twelve organizations and City departments <br />participated in the Adopt-A-Lot Contest for Clean Community Month~(April). <br /> <br />Counc~.I~m~nLucas was excused from the meeting at 7:15 p.m. <br /> <br />85-167 <br /> <br />Public Hearing on rezoning, use hermit and group housing project applications <br />and designation of a scenic h~gK~F'?-~FweW: <br /> <br />(a) Zoning Petition Z 85-24- <br /> <br />Rezoning application of Reubin Manning, owner, for multi- <br />development at the northwest corner of Deep Creek Boule- <br />vard and Benton Avenue; from Residential R-75 to Residen- <br />tial R-60. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that Items Z 85-24 and GHP 85-15 be <br />combined for public hearing purposes, and was adopted by unanimous vote. <br /> <br /> C. Raeford Bure, 6006 Churchland Boulevard, representing Hoggard/Bure, spoke in support <br />of Z 85-24 and GYP 85-16. <br /> <br /> Virginia Anderson, 215 Charles Avenue, spoke in opposition to the <br />housing applications. <br /> <br /> F. W. Matthews, 4024 Deep Creek Boulevard, representing Concerned <br />Biltmore area, spoke in opposition. <br /> <br />reea~ing and group <br /> <br />Citizens of Highland- <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that J. T. Warren be granted an additional <br />five minutes, and was adopted by unanimous vote. <br /> <br /> J. T. Warren, 35 Beacon Road, representing Concerned Citizens of Highland Park~Hi2hland- <br />Biltimore, requested denial of Z 85-24 and GHP 85-16. <br /> <br />Dianne Atkins, 110 Charles Avenue, spoke ~n opposition. <br /> <br /> Mction of Mr. Gray and seconded by Mrs. Webb, to concur with the recommendation of the <br />Planning Commission to deny Z 85-24, and was adopted by ~he~'£m~owingevote: <br /> <br />Ayes: Beamer, Corprew, Gray, Webb, Whitlow, Holley <br />Nays: None <br /> <br />(b) GHP 85-16 <br /> <br />- Group housing project application of Reubin M. Manning, owner, by <br /> C. Raeford Eure, agent, for four apartment buildings containing eight <br /> units each on property at the nort'h~est corner of Deep Creek Boulevard <br /> and Benton ~venue. <br /> <br />Motion of Mr. Gray and seconded by Mrs. Webb, to deny the application. <br /> <br /> Substitute motion of Mr. Corprew and seconded by Mr. Beamer, to defer GHP 85-16 for 30 <br />days, to be presented at the meeting of July 23, 1985, and was adopted by unanimous vote (6-0) <br /> <br /> <br />
