<br />of Portsmouth, Virginia, 1973, as follows:

<br />(a) Amend Article XXII of Chapter 2 thereof, p6rtai~ing to the Department of
<br /> Housing Sergices and Community Development.

<br />(b) Amend Sections 6-24, 6-43, 6-44, and 6-47 ~hereof, pertaining to buildings.

<br />(c) Amend Sections 14-3 and 14-9 thereof, pertaining to garbage and refuse.

<br />(d) Amend Sections 17-16(b), 17-17(b), 17-18(1~3.1), 17-18(103.2)(a)., 17-18(104),
<br /> 17-18(107), 17-22, 17-31, 17-36, 17-46, 17~48, 17-50 and 17-51 thereof, per-
<br /> taining to housing.

<br />(e) Amend Section 39-1 pertaining to the definition of "Director" and "Inoperative
<br /> Motor Vehicle".

<br /> "In line with the recommendations made to you i~ my budget message, please find enclosed
<br />for your review several proposed changes to the CitylCode. The proposed changes include
<br />those necessary to identify the new Department Of Ho~sing Services and Commuhity Development
<br />and to define the Department's areas of responsibility. Additional changes, as noted below
<br />are proposed to clarify and strengthen the code:
<br />
<br /> (a) Article XXII is added to Chapter 2 identifying the Department of Housing
<br />Services and Community Development.
<br />
<br /> (b) Chapter 6, which is the Building Code is expanded and clarified to designate
<br />the duties of the owner of a vacant structure as to care of the premises and the method
<br />of securing the structure.
<br />

<br /> Chapter 14, which deals with g~rbage and refuse is nodified to make the
<br />dealing with rrash containers consistent by using the same detail found in
<br />Code Sections 14-3 and 14-9.

<br />deals with weeds and debris and abandoned automobiles are modified to place the enforce-
<br />ment and administration authority in the Department 6f Housing Services and Community
<br />Development.

<br /> (e) Chapter 39 is also changed to reflect the definition of an inoperative motor
<br />vehicle recently amended in the State Code.
<br />
<br /> I recommend adoption of these ordinances and womld be happy to answer any questions you
<br />may have."

<br /> Motion of Mr. Beamer and seconded by Mr. WhitloW, to receive public comments on Ite~ 85-1
<br />simultaneously, and was adopted by unanimosu vote.

<br /> Stephen Strong, 5817 Bernhowe Manor Lane, Su£foik, VA, representing Strong Enterprises,
<br />Inc., stated that there is a need for such an agency~as Department of Housing Services and
<br />Community Development to legislate, enforce and expe4ite renewal procedures, but after examini~
<br />the over-all goal of the department and its impact og confidencm development~ the citizenry,
<br />requested that Council consider to defer for final a~proval until a later date.
