<br /> 85-180 Letter from the City Manager recommending adoption of an ordinance to amend
<br />Sections 14-2 and 14-6 pertaining to disposal of refuse and garbage and to repeal Sections 14-
<br />and 14-5 of the Code of the City of Portsmouth, Virginia, 1973, pertaining to charges for City
<br />incinerator or landfill.

<br /> "On Wednesda~% May 29, 1985, the Southeastern Public Service Authority opened its tempor-
<br />ary Transfer StatiOn at the City Compound. As you know, this facility will remain in opera~io~
<br />until the Refuse Disposal Plant opens (Victory & Elm). According to Durwood Curling, Executiv,
<br />Director of SPSA, the anticipated completion date is summer, 1987.
<br />
<br /> With the opening of the Transfer Station, the City has officially closed the incinerator
<br />for public use. With this closing, certain sections of Chapter 14 of the City Code will have
<br />to be amended. This amendment will also allow for the closure of the City Landfill in accord-
<br />ance with the City's agreement with SPSA. Attached is an ordinance prepared,by the City Attor
<br />ney which would accomplish this task.

<br /> I might note that residents of Portsmouth who could dump free at the Landfill and Incine-
<br />rator will be allowed to continue to dump free at the Transfer Station (SPSA hours will he
<br />recognized).~

<br /> I recommend that the attached ordinance repealing appropriate sections of the City Code
<br />be approved."

<br />Precincts to be designated Precincts 16 and 17, as requested by the Electoral Board.
