68 July 23, 1985 in NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permmt is sought: (a) Will not adversely affect the health and safety of persons residing the neighborhood of the proposed use; or working (b) Will not be detrimental to the public use or injurious to the property er im- provements in the neighborhood; and (c] Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. The Cathedral of Praise Church is hereby granted a use permit pursuant to Section 40-75 (b) of the City Code to operate a child care center at 715 Summers Place (Tax Map 509, Parcel 40) which contains 2.23 acres (UP-85-17). 3.
