Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Horton V. Whitlow, George L. Hanbury, City Manager, <br />Steven Lieberman, City Attorney. <br /> <br /> Rev. W. Joseph Winfree of Portsmouth Community Ministries opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the-called meeting of August <br />1985; minutes of the regular meeting of August 13, 1985, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />13 <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that Item 85-240 ko preoede~Item 85~239, <br />and was adopted by unanimous vote. <br /> <br /> 85-240 Mr. Frank Turk, Virginia State Representative of the G~vernment ?inance Office~- <br />Association, presented to Mayor Holley and Roy W. Cherry, Assistant City Manager/Director of <br />Finance, the 1985 Award for Excellence for Financial Management that had been presented to the <br />City of Portsmouth for exploring participation in the State Retirement System and an outstandi~ <br />contribution to the practice of government finance. <br /> <br /> 85-239 On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE COUNCIL OF THE CITY OF <br />PORTSMOUTH TO THE CHARLES PEETE SENrOR LEAGUE ALL STAR TEAM, CHARLES PEETE <br />JUNIOR LEAGUE ALL STAR TEAM, CHURCHLAND LITTLE LEAGUE ALL STAR TEAM, CHURCH- <br />LAND PONY LEAGUE ALL STAR TEAM, CHURCHLAND COLT LEAGUE ALL STAR TEAM, <br />CHURCHLAND THOROUGHBRED LEAGUE TEAM, CHURCHLAND TRAINING LEAGUE SOFTBALL <br />ALL STAR TEAM AND OLIVE BRANCH SENIOR LEAGUE SOFTBALL ALL STAR TEAM AND THEIR <br />COACHING STAFFS FOR THEIR HIGHLY SUCCESSFUL 1985 BASEBALL SEASONS. <br /> <br /> WHEREAS, the Charles Pe~re Senior League Ail Star Team won the 1985 District VI Senior <br />_League Championship and represented the City in the State Tournament; and <br /> <br /> WHEREAS, the Charles Peete Junior League All Star Team won the 1985 District VI Junior <br />League Championship and represented the City in the State Tournament; and <br /> <br /> WHEREAS, the Churchland Little League All Star Team won the 1985 District VI Little Leagu <br />Championship and represented the City in the State Tournament; and <br /> <br /> WHEREAS, the Churchland Pony League All Star Team won the 1985 District IV Championship <br />and represented the District in the Sectional Tournament; and <br /> <br /> WHEREAS, the Churchland Colt League All Star Team won the 198S District IV Championship <br />and represented the District in the Sectional Tournament; and <br /> <br /> WHEREAS, the Churchland Thoroughbred League Team won the 1985 <br />Tournament, the Sectional Championship and participated in the East <br />ament held in Amsterdam, New York; and <br /> <br />District IV Championship <br /> Zone National Senior Tour~ <br /> <br /> WHEREAS, the Churchland Training League Softball All Star Team won the Hampton Roads USSS <br />Championship, Tidewater Youth Championship, USSSA State Virginia Championship and were runner- <br />up in the ASA Regional Championship and completed in tb~ World National USSSA Championship; an <br /> <br /> WHEREAS, the Olive Branch Senior League Softball Ail Star Team won the 1985 District <br />Senior League Softball Championship; and <br /> <br /> WHEREAS, each of these Leagues, by their successful athletic achievements, have repre- <br />sented the City of Portsmouth in a commendable manner; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth recognizes the numerous hours of voluntary <br />effort put forth by many of our citizens toward these and the other youth athletic leagues <br />throughout the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council hereby extends it congratulations to each of the Ail Star Teams, their coaching <br />staffs, and their numerous volunteer participants who assisted in the operation of the Leagues <br />for their outstanding seasons. <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> Mayor Holley presented resolutions to each representative of the Leagues, recognizing <br />other League representative&, coaches, players and parents, and commended everyone for <br />working as volunteers in heipxn~ to mare these young people more productive and becoming <br />champions in working together. <br /> <br /> <br />
