<br /> 85-265 - Letter from the City Manager recommending adoption of a motion to authorize
<br />accounts to be written off as uncollectible for refuse, ambulance, and public utility accounts
<br />for the City of Portsmouth.
<br />
<br /> "It is necessary to write-off uncollectible accounts receivable periodically after
<br />appropriate collection efforts have been exhausted. In accordance with procedures defined
<br />in the City Code, the Director of Finance has recommended the write-off of accounts totaling
<br />$370,179.02. The City Attorney has reviewed the accounts, certified their uncollectibility an
<br />concurred in this recommendation. This matter also has been discussed with our independent
<br />auditors, Peat, Marwick, Mitchell & Co., and they concur in the recommendation action.
<br />
<br /> This action is primarily of acaounting significance. If it is approved, the accounts wil
<br />no longer be carried on the formal accounting system records. However, this does not mean tha
<br />the City will relinquish its right to collect the accounts that have been written-off; in fact
<br />the legal status of the claims will be unchanged by this action. In many cases, judgments
<br />have been obtained agamnst the debtors.
<br />
<br /> The accounts being written-off at this time are numerous
<br />accounts, and ambulance accounts primarily for calendar years
<br />accounts is attached. A detailed listing of the accounts has
<br />for your information and review.

<br /> Considered in relation to the total collections of the City, the accounts being written-
<br />off are not excessive in number or amount. In fact, they amount to only about 1 1/2 percent
<br />of the total billings for those years. Ne will continue our efforts, with the aid of the City
<br />Attorney's office, to collect these and all other amounts due to the City. I recommend that
<br />the Council adoFt a motion to authorize these uncollectible accounts to be removed from the
<br />City's accounting records."

<br /> Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted to remove
<br />the unaccountible accounts from the City's accounting records, and was adopted by unanimous
<br />vot e.

<br /> 85-266 Letter from the City Manager recommending adoption of a motion to refund $188.01
<br />plus interest to Art Jones Travel Agency Service for overpayment of 1985 Personal Property Tax
<br />
<br /> "The City Treasurer is requesting a refund of 1985 interest on Personal Property to Art
<br />Jones Travel Agency Service, 801 Water Street, Portsmouth, Virginia 23704.
<br />
<br /> The Agency paid interest of &~B.89 on their Personal Property bill of $1,044.43. The
<br />interest should have been ~20.88; therefore, a refund of $188.01 plus interest is requested.
<br />
<br />I recommend that Council adopt this monion, and refund be granted."

<br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to refund
<br />to Art Jones Travel Agency Service, 801 Water Street, Portsmouth, Virginia 23704, in the
<br />amount of ~188.01 £or 1985 interest on Personal Property, and was adopted by unanimous vote.

<br /> 85-267 Letter from the City Manager recommending adoption of ~ motion to refund $196.98
<br />(without interest) for erroneous assessment of 1982 Personal Property taxes to Joseph L. Ricks
<br />
<br /> "The Commissioner of the Revenue is requesting a refund of 1982 Personal Proper~y taxes
<br />to Joseph L. Ricks, 108 Wallace Circle, Portsmouth, Virginia 23707.
<br />
<br /> Mr. Ricks was erroneously assessed on his 1978 Chevrolet Monte Carlo, which was sold in
<br />1981. A refund of $196.98 (~ithout interest) is requested.
<br />
<br />I recommend that Council adopt this motion, and a refund be granted."
<br />
<br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, that authorization be grant to refund to
<br />Joseph L. Ricks, 108 Wallace Circle, Portsmouth, Virginia 2370?, in the amount of S196.98
<br />(without interest) for Personal Property taxes erroneously assessed on 1978 Chevrolet Monte
<br />Carlo, and was adopted by unanimous vote.
