Franklin Gillis, 4604 Winston Road, stated that emergency shelters were needed, and <br />urged support for the homeless to be considered. <br /> <br />Father Paul Jenkins, Holy Angels Catholic Church, spoke ~n support of the code changes. <br /> <br />Minister Stephen Green, 808 Freedom Avenue, sp.oke in support of the code changes. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, to adopt a new land use definition and <br />incorporate temporary facilities with a use permit under the eight (8] categories currently <br />permitting group homes; and to defer ~o the meeting of October 8, i985 further consideration <br />of any additional definiticns to be added ~o our zoning code relative to medical related <br />temporary residence facilities, and was adopted by unanimous vote. <br /> <br />(e)(2)-Reques~ of David J©rdan for a special exception to off=street parking requirements <br /> 430 High Street, deferred from the Public Hearing of Augus~ 13, 1985. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, to concur in the recommendation of the <br />Planning Commission. <br /> <br /> Robert Dolsey, Applicant, 327 High Street, was available for comment regarding the number <br />of spaces approved, and understood that he could back for the additional 32 spaces. <br /> <br />Motion approved on first reading, and was adopted by unanimous vote. <br /> <br />84-412(h) - Consideration of a site fog the proposed Churchland Fire Station, deferred <br /> from the Public Hearing of November 13, 1984. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, that the matter be tabled, and was adopted <br />by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 85-262 Letter from the City Manager <br />$64,000 from the Public Utilities Capital <br />Ground Storage Reservoir facility adjacent <br />responsible low bidder. <br /> <br />recommending adoption of an ordinance to appropriate <br />Improvements Fund for an engineering study of The <br />to the City Armory, and award of contract to <br /> <br /> "The Director of Public Utilities, <br />to develop a plan to either replace or <br />s~orage adjacen~ to the City Armory. <br /> <br />Jim Spacek, has requested an appropriation of $64,000 <br />rehabilitate the 2 million gallon 5-mile post ground <br /> <br /> Through a request for proposals and competitive negotiation process, the engineering <br />firm of CH2M-Hill has been selected to perform this project. <br /> <br /> This reservoir began leaking within one year of its construction in 1962 due to differ- <br />ential settlement of the soil beneath it. Various in-bourse attempts to rectify the problem <br />through grout injection and placement of a partial rubber liner have been unsuccessful. The <br />reservoir now exhibits _~terioration of its domed cover and s~dewall as well as leakage throu~ <br />its floor. <br /> <br /> This project is carried in the curren~years CIP as Project 933-Renovation to Ground <br />Storage Reservoirs. <br /> <br /> As you may recall, a similar effort two years ago resulted in a very cost effective re- <br />habilitation of the 2 million gallon, cira 1919, ground storage reservoir at Godwin Street. <br /> <br />I concur with Jim's recommendation to proceed with this work." <br /> <br /> On motion of Mr. Gray <br />first reading; award of the <br />adopted by unanimous vote: <br /> <br />and seconded by Mrs. Webb, the following ordinance was approved <br />contracn to CH2M-Hill, being responsible low bidder, and was <br /> <br />on <br /> <br />"AN ORDINANCE ~O APPROPRIATE $64,000 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENT <br />FUND FOR AN EINGINEERING STUDY OF THE GROUND STORAGE RESERVOIR FACILITY ADJACENT <br />TO THE CITY ARMORY." <br /> <br /> <br />
