<br />85-242 - Ordinance to appropriate $49,500 to complete a master utility plan for PortCentr
<br /> Business Park Project, deferred from the regular meeting of August 27, 1985.

<br /> On motion of Mr. Whitlow and seconded by Mr. Gray, the following ordinance was approved
<br />on first reading, and was adopted by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $49,500 FROM THE CAPITAL IMPROVEMENT FUND TO COMPLETE
<br />A MASTER UTILITY PLAN FOR PORTCENTRE BUSINESS PARK PROJECT."

<br />Downtown D-1 Area, approved on first

<br />participation of the City in 80% of the
<br />of sidewalks and public ~mprovements in

<br />
<br /> Councilman Whitlow stated tham he would abstain on the item as his law firm would be
<br />representing developers who would/participating ~n the pro3ect.
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was adopted
<br />on final reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $200,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR
<br />PARTICIPATION OF THE CITY IN 50~ OF THE COST OF CONSTRUCTION AND INSTALLATION
<br />OF SIDEWALKS AND PUBLIC IMPROVEMENTS IN THE DOWNTOWN D-1 AREA."

<br />of August 13, 1985.

<br /> Bishop thomas E. Talley, 2710 Magnolia Street, representing Virginia District Convocation
<br />of United Holy Church of America, Inc., requested approval of Z 85-31 and UP 85-16.

<br /> Motion of Mr. Beamer and seconded by Mr. Corprew, to suspend the rules for Attorney
<br />Henry Marsh co speak, and was adopted by unanimous vote.
<br />
<br /> Henry Marsh, Attorney, Richmond, Virginia, representing the developers, asked that the
<br />matter be deferred to October 1, 1985.

<br /> Jasper T. Davis, 3708 Sumner Drive, Virginia Beach, Virginia, representing the developers
<br />spoke in support of the rezoning.
<br />
<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that Z 85-31 to be deferred to the meetir
<br />of October 1, 1985, and was adopted by unanimous vote.

<br />

<br />Inc., for a day care center at the southeast corner of Deep Creek and
<br />Portsmouth Boplevards, deferred from the meeting of August 13, 1985.

<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that UP 85-16 co be deferred to the
<br />meeting of October l, 1985, and was adopted by unanimous vote.

<br />85-222 Proposed Code Amendment and Parking Variance:
<br />
<br />(d) CA 85-6
<br />
<br />A proposal to amend Section 40 of the City Code, pertaining to temporary
<br />residence facilities, a new classification, deferred from the Public
<br />Hearing of August 13, 1985.
<br />
<br /> Mary M. Johnson, 308 North Street, representing Chisholm House, requested a change ~n
<br />the zoning that wauld help the Chisholm House.
<br />
<br /> John F. Bailey, 203 Dixie Avenue, representing Portsmouth Human Service Planning
<br />Committee,-spoke concerning the need for services ~n the City for temporary housing for
<br />homeless and urged that the matter be addressed.

<br /> Lt. H. Dean Hudson, 2306 Airline Boulevard, representing the Salvation Army, spoke in
<br />support of the temporary emergency shelter.
<br />
<br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, to suspend the rules co grant Lt. Hudson
<br />an additional 2 minutes to complete his presentation, and was adopted by unanimous vote.
