<br />27, 1985; minutes: of the regular meeting of August 27, 1985, to be approved as received, and
<br />was adopted by unanimous vote.

<br />contract owner, by Richard P. Molenaar, Vice President,
<br />for multi-family development at 5504 and 5600 High Street
<br />West; from Residential R-150 to Residential R-60-K Con-
<br />ditional.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, that Items Z 85-34 and GHP 85-25 be
<br />combined for public hearing purposes, and was adopted by unanimous vote.
<br />
<br />the following citizens spoke in favor of the Z' 85~54.~nd GHP 85-25:

<br /> Jim Wayland, 454 Florida Avenue, representing Metro Development.
<br /> L. Cleaves Manning, Attorney, 309 County Street, representing West Partnership.
<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that Mr. Magning be granted an additional
<br />5 minutes to complete his presentation, and was adopted by unanimous vote.
<br /> Glenn Yates, 445 Middle Street, representing Yates Group-Architects, was available to
<br />answer questions.

<br />The following citizens spoke in opposition of the applications:
<br />
<br /> Ralph W. Buxton, 3117 Garland Drive, stated he had submitted a petition with 244
<br />signatures opposing the proposed development.
<br /> Motion o£ Mr. Gray and seconded by Mrs. Lucas, Mr. Buxton was granted an additional
<br />minutes to complete his presentation, and was adopted by unanimous vote. Peter F. Daly, 5404 High Street, West.
<br /> J. A. Brown, 3800 Pine Road, requested denial on the rezoning.
<br /> Dr. Emil Sayegh, 3104 Garland Drive.
<br /> P. Marshall Fleming,4420 Norman Road.

<br /> Motion o£ Mr. Gray and seconded by Mrs. Lucas, to suspend the rules for Michael Rowe
<br />and Jim Wayland, Developers, to speak, and was adopted by unanzmous vote.
<br />
<br />Michael Rowe stated that he was President of Metro Development.
<br />
<br /> Councilman Whitlow asked if

<br /> Mr. Wayland stated that there was a time restraint.grid a first class development had been
<br />planned so there was nothing to negotiate about.

<br /> Mr. Rowe stated that the issue had been before the public for three months and the
<br />surrounding residents had an opportunity to voice their opinions.

<br /> Motion of Mrs. Lucas and seconded by Mr. Beamer, to suspend the rules for the following
<br />citizen to sFeak, and was adopted by unanimous vote.

<br /> Frances Sledge, 3004 Oakley Hall Road, stated that she had given her name and phone

<br /> Onmo~ion of.Mr. Whitlow and seconded by Mrs. Lucas, Z 85-34 to be denied, and was
<br />adopted by the following vote:
