Strategic Pillar #4: Safe, Connected, and Thriving <br /> <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA HOMELESS SOLUTIONS PROGRAM <br />GRANT IN THE AMOUNT OF $5,000 FROM THE VIRGINIA DEPARTMENT OF <br />HOUSING AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2027 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />SOCIAL SERVICES.” <br /> <br />26-207d: <br /> <br />Adoption of an ordinance accepting Specialty Dockets Grant funding in the amount <br />of $140,000 from the Supreme Court of Virginia, Office of the Executive Secretary, <br />and appropriating said amount in the FY 2027 Behavioral Healthcare Service Fund <br />for use by BHS to support the operation of the Portsmouth Adult Recovery Court. <br /> <br />Background: <br /> <br />● The Portsmouth Department of Behavioral Healthcare Services (BHS) has <br />received Specialty Dockets Grant funding in the amount of $140,000 from the Supreme <br />Court of Virginia, Office of the Executive Secretary (OES) (State funds; FY2027 award <br />letter dated August 12, 2026), for the period of performance July 1, 2026 through June <br />30, 2027. <br />● These funds support the operation of the Portsmouth Adult Recovery Court <br />(PARC), a Third Judicial Circuit specialty docket coordinated by BHS that serves <br />nonviolent adult offenders with substance use disorder, including two grant-funded <br />positions — a Case Manager/Supervisor and a Legal Secretary. <br /> <br />Discussion: <br /> <br />● The award covers the period July 1, 2026 through June 30, 2027, in the total <br />amount of $140,000. Use of the grant funds is restricted to personnel costs. The funds <br />are disbursed as reimbursements following submission of quarterly progress and financial <br />reports through the OES Specialty Dockets grants database. <br /> <br />Financial Impact: <br /> <br />● No local match of funds or in-kind services is required as a condition of this award. <br />Consistent with the grant assurances, these funds may not be used to supplant existing <br />state or local funding for the program. <br /> <br />Recommended Action: <br />● Adoption of the ordinance.
