<br />September 8, 2026 <br /> <br />“ORDINANCE ACCEPTING SPECIALTY DOCKETS GRANT FUNDING IN THE <br />AMOUNT OF $140,000 FROM THE SUPREME COURT OF VIRGINIA, OFFICE OF <br />EXECUTIVE SECRETARY, AND APPROPRIATING SAID AMOUNT IN THE FY 2027 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO SUPPORT THE <br />OPERATION OF THE PORTSMOUTH ADULT RECOVERY COURT.” <br /> <br />26-207e: <br /> <br />Adoption of an ordinance accepting funding in the amount of $50,000 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY2027 Behavioral Healthcare Service Fund for <br />Developmental Disabilities support. <br /> <br />Background: <br /> <br />● The Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS) provides state general fund appropriations to Community Services Boards, <br />which serve as the single point of entry and the sole providers of waiver support <br />coordination, to hire additional Developmental Disabilities Support Coordinators (Case <br />Managers). <br />● Portsmouth Behavioral Healthcare Services (PBHS) has been awarded $50,000 <br />for the period July 1, 2026 through June 30, 2027 to support the onboarding, training, <br />mentoring, and salaries of additional Support Coordinators needed to handle the <br />increased caseload created by the addition of new Developmental Disabilities waiver <br />slots. <br /> <br />Discussion: <br /> <br />● PBHS will use these funds for onboarding, training, mentoring, and staff salaries <br />for new Support Coordinators and transactional support staff, prior to the Coordinators' <br />ability to bill Medicaid for services rendered. <br />● The award supports approximately one DD/IDD Support Coordinator serving an <br />approximate 20-person caseload from the current wait list. Funds will be disbursed <br />through the DBHDS warrant schedule, and PBHS will provide quarterly data reports to <br />DBHDS. <br />● Onboarding and mentoring costs are each limited to no more than 25% of the <br />award annually. <br /> <br />Financial Impact: <br /> <br />● The total award of $50,000 is provided by DBHDS state general funds. A local <br />match in the amount of 10% is required as a condition of the funding and has previously <br />been appropriated in the FY2027 Behavioral Healthcare Service Fund. To the extent not <br />expended, the funds shall be deemed reappropriated into the Behavioral Healthcare <br />Service Fund budget annually until expended in their entirety or recaptured by the <br />granting entity. <br /> <br />Recommended Action: <br />● Adoption of the ordinance.
