Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. “ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM INCOME IN THE AMOUNT OF $18,000 AND APPROPRIATING SAID AMOUNT IN THE FY 2027 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND. ” 26-207b: Adoption of an ordinance accepting additional Local Staff and Operations funding in the amount of $212,019 from the Commonwealth of Virginia and appropriating said funds in the FY 2027 Social Services Fund for the purpose of paying a one- time 2.0% bonus to eligible Portsmouth Department of Social Services employees. Background:  The FY 2027 budget adopted by the Virginia General Assembly includes funding for a one-time bonus equal to 2.0% base salary for eligible local department of social services (LDSS) employees, effective June 1, 2026. Discussion:  Virginia Code §15.2-1508 authorizes localities to provide monetary bonuses to employees, provided such bonuses are authorized by an ordinance.  The bonus must be paid and reimbursed in FY 2027. Financial Impact:  The funding has a local match of 15.5% ($32,863), which has previously been appropriated to the FY 2027 Social Services Fund budget. Recommended Action:  Adoption of the ordinance. Strategic Pillar #2: Financial and Operational Excellence. Next Steps Following Council Action:  The LDSS Finance Department will make the appropriate budget adjustments “ORDINANCE ACCEPTING ADDITIONAL LOCAL STAFF AND OPERATIONS FUNDING IN THE AMOUNT OF $212,019 FROM THE COMMONWEALTH OF VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2027 SOCIAL SERVICES FUND FOR THE PURPOSE OF PAYING A ONE-TIME 2.0% BONUS TO ELIGIBLE PORTSMOUTH DEPARTMENT OF SOCIAL SERVICES EMPLOYEES. ” 26-207c: Adoption of an ordinance accepting a Virginia Homeless Solutions Program grant in the amount of $5,000 from the Virginia Department of Housing and Community Development and appropriating said amount in the FY27 Grants Fund for use by the Department of Social Services. Background:  The Virginia Department of Housing and Community Development administers the Commonwealth of Virginia’s homeless services resources through the Virginia Homeless Solutions Program (VHSP).  The VHSP goals are to assist households experiencing homelessness to quickly regain stability in permanent housing and to prevent households from becoming homeless.  The Department of Social Services is identified as part of the community’s emergency response to homelessness and has received VHSP grant funding in the amount of $5,000.
