September 8, 2026 At a Regular Meeting of the City Council on Tuesday, September 8, 2026, there were present: Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City Manager Steven Carter, City Attorney Derek G. Challenger. Mayor Glover asked for a moment of silence, which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called Meeting of August 24, 2026, of a Called Meeting of August 25, 2026, and of a Regular Meeting of August 25, 2026, and was adopted by the following vote: Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None - Public Hearing - 26 - 206 - Public hearing a on use permit application: WESTHAVEN UP-26-08 - Resolution granting the request of T. Cross for a Use Permit to operate an Event Space/Banquet Hall on the 0.937- acre property located at 500 Rodman Avenue in the General Mixed-Use (GMU) zoning district. The property is owned by Premier Home Healthcare, LLC. The Future Land Use Map in the Build One Portsmouth Comprehensive Plan designates this property for mixed-use corridor uses. 1. Tracey Cross, 213 Williams Street, presented the application. Motion by Mr. Moody, and seconded by Dr. Dodson, to defer Item UP-26-08 to the September 22, 2026, and was adopted by the following vote: Ayes: Bryant, Dodson, Moody, Glover Nays: Hugel, Thomas, Tillage - City Manager’s Report - Consent Agenda: 26-207a: Adoption of an ordinance accepting HOME Investment Partnerships program income in the amount of $18,000 and appropriating said amount in the FY 2027 Community Planning and Development Program Fund. Background:  There is the need to add the following to the appropriation for the Community Planning and Development Program for FY 2027: $18,000 of program income generated by the repayment of a HOME Care program rehab loan. Discussion:  The program income funds will be included in the Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn.
