Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,500,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR ADULT OUTPATIENT COMPETENCY RESTORATION SERVICES. ” 26-178h: Adoption of an ordinance accepting funding in the amount of $830,462 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2027 Behavioral Healthcare Service Fund for permanent supportive housing services for adults with serious mental illness. Background:  The Portsmouth Department of Behavioral Healthcare Services has received funding in the amount of $830,462 from the Virginia Department of Behavioral Health and Developmental Services for Permanent Supportive Housing: Serious Mental Illness (PSH SMI).  BHS uses these funds to provide stable long-term housing and supportive services to adults with serious mental illness. Discussion:  These funds are intended for the support of program operating costs approved as part of BHS’s existing Permanent Supportive Housing operating budget. Funds will be paid out evenly across the remaining warrants in the fiscal year following full execution of the grant agreement. Financial Impact:  A local match in the amount of 10% is required as a condition of the grant, which match has previously been appropriated to the FY 2027 Behavioral Healthcare Service Fund.
