July 28, 2026 Background:  The Portsmouth Department of Behavioral Healthcare Services (BHS) has received funding in the amount of $187,577.96 from the Virginia Department of Behavioral Health and Developmental Services for SUD DD Training/SUD Youth Services.  BHS uses these funds to provide substance use disorder training for the intellectual/developmental disability workforce and substance use services for transitional age youth and adults, helping to close the treatment gap in the community. Discussion:  Funds are disbursed by the Department in accordance with its warrant payment schedule following full execution of the agreement. BHS shall notify the Department 90 days prior to the end of the performance period of any unspent state fund balances. Financial Impact:  A local match in the amount of 10% is required as a condition of the grant, which match has previously been appropriated to the FY 2027 Behavioral Healthcare Service Fund. Recommended Action:  Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving Community. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $187,577.96 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR SUBSTANCE USE DISORDER DUAL DIAGNOSES TRAINING AND SUBSTANCE USE DISORDER YOUTH SERVICES. ” Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the Consent Agenda, and was adopted by the following vote: Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover Nays: None - City Manager’s Report - 26 - 179 - Adoption of an ordinance (1) transferring funds in the amount of $2,522,484 from the FY 2027 Capital Improvement Fund Budget to the FY 2027 General Fund Budget for inclusion in the Local Share authorized by this ordinance and (2) approving the Fiscal Year 2027 Operating Budget for the Portsmouth Public School System in the amount of $304,612,975 and appropriating the necessary funds to implement said budget for the Fiscal Year 2027. Background:  The Virginia General Assembly adopted its FY 2026-2028 Biennial Budget on June 29, 2026. The estimate of state funds was received on July 2, 2026. Under Section 22.1- 93 of the Virginia Code, each locality must approve an annual budget for educational purposes within 30 days of receipt by the locality of the estimate of state funds.  To comply with state law, it is necessary for City Council to approve a PPS Budget st for FY 2027 no later than August 1.  On May 12, 2026 City Council appropriated $89,911,638 to the City’s General Fund Budget to serve as the local match for school funding.  On July 22, 2026, the Portsmouth School Board met and determined to request additional Local Share funding in the amount of $2,522,484, citing the requirements of the Budget bill approved by the General Assembly.
