July 28, 2026 <br /> <br />26-178f: <br /> <br />Adoption of an ordinance accepting STEP-VA funding in the amount of $92,000 <br />from the Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2027 Behavioral Healthcare Service Fund for <br />Peer/Family Support services. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services has received <br />funding in the amount of $92,000 from the Virginia Department of Behavioral Health and <br />Developmental Services for STEP-VA Peer/Family Support services. <br /> <br /> BHS uses these funds to provide peer and family support services as part of the <br />STEP-VA initiative. <br /> <br />Discussion: <br /> <br /> These funds will be disbursed through the Department’s warrant payment cycle. <br />Funding is contingent on the implementation of the fiscal year budget as passed by the <br />General Assembly and signed into law by the Governor. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 10% is required as a condition of the grant, which <br />match has previously been appropriated to the FY 2027 Behavioral Healthcare Service <br />Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $92,000 FROM <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2027 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR PEER/FAMILY SUPPORT SERVICES. <br />” <br /> <br />26-178g: <br /> <br />Adoption of an ordinance accepting funding in the amount of $1,500,000 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2027 Behavioral Healthcare Service Fund for <br />adult outpatient competency restoration services. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services has received a <br />reimbursement grant not to exceed $1,500,000 from the Virginia Department of <br />Behavioral Health and Developmental Services for adult outpatient competency <br />restoration services. <br /> <br /> BHS provides adult competency restoration services to adult defendants in the <br />community or who are incarcerated in correctional settings upon receipt of a court order <br />from a criminal court. <br /> <br />Discussion: <br /> <br /> This is a reimbursement grant.
