Strategic Pillar #4: Safe, Connected, and Thriving <br /> <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The City’s authorized personnel will sign for acceptance of the equipment transfer. <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION THE DONATION BY THE <br />HAMPTON ROADS PLANNING DISTRICT COMMISSION OF A DISASTER MEDICAL <br />SUPPORT UNIT FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES. <br />” <br /> <br />26-167b: <br /> <br />Adoption of an ordinance accepting a Forensic Discharge Planning Grant in the <br />amount of $107,835.38 from Chesapeake Integrated Behavioral Healthcare as fiscal <br />agent for the Virginia Department of Behavioral Health and Developmental Services <br />and appropriating said funds in the FY 2027 Behavioral Healthcare Service Fund <br />for use by BHS. <br /> <br />Background: <br /> <br /> On behalf of a multi-jurisdictional partnership of Community Services Boards <br />(“Partner CSBs”), Chesapeake Integrated Behavioral Healthcare (CIBH) applied for and <br />was awarded a DBHDS Forensic Discharge Planning Grant to provide multi-jurisdictional <br />funding for forensic discharge planning services to individuals with Serious Mental Illness <br />involved with the criminal justice system. CIBH serves as the assigned fiscal agent for <br />distribution of grant funds to the Partner CSBs, which include Portsmouth Behavioral <br />Healthcare Services. Under a Memorandum of Understanding between CIBH and PBHS, <br />PBHS provides Forensic Discharge Planning and related services to Program <br />Participants at the Portsmouth City Jail and invoices CIBH quarterly for reimbursement of <br />payroll, clinical, and client support expenditures. PBHS’s approved FY 2027 budget <br />allocation under this grant is $107,835.38, covering the period of July 1, 2026 through <br /> <br />June 30, 2027. <br /> <br />Discussion: <br /> <br /> PBHS will use these funds to support forensic discharge planning case <br />management for inmates at the Portsmouth City Jail who are screened and identified as <br />meeting the DBHDS definition of SMI. Services include screening and assessment, <br />development of individualized discharge plans, care coordination with community <br />providers, and connection to services and supports upon release, consistent with the <br />Assess, Plan, Identify, and Coordinate (APIC) and Risk-Need-Responsivity (RNR) <br />models of case management. Funds are allocated to personnel, clinical support, and <br />client support costs as detailed in the approved FY 2027 budget.
