July 14, 2026 <br /> <br />Financial Impact: <br /> <br /> The total award of $107,835.38 is fully funded by DBHDS state grant funds passed <br />through CIBH as fiscal agent, and does not require an increase to the adopted general <br />fund budget. No local match is required. Funds are reimbursed to PBHS quarterly upon <br />submission of invoices to CIBH for actual expenditures incurred during the period of July <br />1, 2026 through June 30, 2027. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. PBHS will <br />continue providing services under the existing Memorandum of Understanding with CIBH <br /> <br />and will submit quarterly invoices for reimbursement. <br /> <br />“ORDINANCE ACCEPTING A FORENSIC DISCHARGE PLANNING GRANT IN THE <br />AMOUNT OF $107,835.38 FROM CHESAPEAKE INTEGRATED BEHAVIORAL <br />HEALTHCARE AS FISCAL AGENT FOR THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID FUNDS IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR <br />USE BY BHS. <br />” <br /> <br />26-167c: <br /> <br />Adoption of an ordinance accepting PHAC Continuum of Care Planning Grant <br />Funds in the amount of $95,199 from the U.S. Department of Housing and Urban <br />Development and appropriating said amount in the FY 2027 Social Services Fund <br />for use by the Department of Social Services. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The CoC Program is designed to promote communitywide commitment to the goal <br />of ending homelessness; provide funding for efforts by nonprofit providers and state and <br />local governments to quickly rehouse homeless individuals and families while minimizing <br />the trauma and dislocation caused to homeless individuals, families, and communities by <br />homelessness; promote access to and effect utilization of mainstream programs by <br />homeless individuals and families; and optimize self-sufficiency among individuals and <br />families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> The Department of Social Services is the lead agency for the CoC and has <br />received a Planning Project Grant in the amount of $95,199 for eligible planning activities. <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For the match to be counted as cash or in-kind, amounts must be used for CoC <br />Planning eligible activities. For CoC Planning projects match must be equal to, or greater <br />than, 25 percent of the total grant request. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 25% is required as a condition of the grant, which <br /> <br />match has previously been appropriated to the FY 2027 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
