July 14, 2026 Financial Impact:  The total award of $107,835.38 is fully funded by DBHDS state grant funds passed through CIBH as fiscal agent, and does not require an increase to the adopted general fund budget. No local match is required. Funds are reimbursed to PBHS quarterly upon submission of invoices to CIBH for actual expenditures incurred during the period of July 1, 2026 through June 30, 2027. PBHS will continue providing services under the existing Memorandum of Understanding with CIBH and will submit quarterly invoices for reimbursement. “ORDINANCE ACCEPTING A FORENSIC DISCHARGE PLANNING GRANT IN THE AMOUNT OF $107,835.38 FROM CHESAPEAKE INTEGRATED BEHAVIORAL HEALTHCARE AS FISCAL AGENT FOR THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2027 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS. ” 26-167c: Adoption of an ordinance accepting PHAC Continuum of Care Planning Grant Funds in the amount of $95,199 from the U.S. Department of Housing and Urban Development and appropriating said amount in the FY 2027 Social Services Fund for use by the Department of Social Services. Background:  A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and services funding for homeless families and individuals.  The CoC Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers and state and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness. Discussion:  The Department of Social Services is the lead agency for the CoC and has received a Planning Project Grant in the amount of $95,199 for eligible planning activities.  The grant has match contributions that can be cash, in-kind, or a combination of both. For the match to be counted as cash or in-kind, amounts must be used for CoC Planning eligible activities. For CoC Planning projects match must be equal to, or greater than, 25 percent of the total grant request. Financial Impact:  A local match in the amount of 25% is required as a condition of the grant, which match has previously been appropriated to the FY 2027 Social Services Fund Budget.
