July 14, 2026 <br /> <br />(c) Before initially operating any multi-family dwelling development as apartments <br />(rental units), the applicant shall install digital video equipment with recording devices and <br />capability sufficient to include the date and time that recording is made with surveillance <br />coverage encompassing the front, sides, and rear exteriors of the rental unit development <br />for twenty-four (24) hours per day, seven (7) days a week. Recorded data must be <br />maintained in a condition permitting review of the information for no less than thirty (30) <br />days. <br /> <br />(d) The development shall be constructed in compliance with all applicable codes, <br />ordinances, and regulations of federal, state, and local government, and all required <br />licenses and permits shall be obtained and remain in effect during the operation of the <br /> <br />development. <br /> <br />(e) All taxes/fees associated with the property shall be paid when due, as determined <br />by the City Treasurer. <br /> <br />(f) This Use Permit shall automatically expire and become void three (3) years from <br />the date of approval by City Council if the use is inactive or changed to a different use, <br />unless within such three-year period: (i) a building permit is obtained, and erection or <br />alteration of a structure is started; or (ii) a certificate of occupancy is obtained, and the <br />approved use is commenced. <br /> <br />REVOCATION OF PERMIT: <br />7. Violation of any of the conditions set forth <br /> <br />herein may serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />Consent Agenda: <br /> <br />26-167a: <br /> <br />Adoption of an ordinance accepting with appreciation the donation by the Hampton <br />Roads Planning District Commission of a Disaster Medical Support Unit for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br />The Hampton Roads Planning District Commission (HRPDC) has purchased a <br /> <br />Disaster Medical Support Unit on behalf of the Hampton Roads jurisdictions and <br />organizations to support the Hampton Roads Metropolitan Medical Response System <br />(HRMMRS), using funds from federal Metropolitan Medical Response System contracts <br />and grants. <br /> <br /> <br />HRPDC has agreed to transfer ownership of the equipment to City of Portsmouth <br /> <br />Fire, Rescue and Emergency Services (PFRES) at no cost <br />. <br /> <br />Discussion: <br /> <br /> PFRES will use the equipment to augment its emergency medical response <br />resources during a mass casualty, disaster or terrorism event as part of the HRMMRS <br />and will, when available, honor mutual aid requests from other Hampton Roads <br /> <br />jurisdictions and organizations for such equipment usage. <br /> <br /> <br /> PFRES will provide proper storage and reasonable maintenance and repair, and <br /> <br />maintain the operational condition of the equipment. <br /> <br /> PFRES will take possession of the equipment on an “as is” basis, without any <br />representation or warranties, express or implied, including warranties of quality, <br /> <br />performance or fitness for a particular purpose. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
