May 26, 2026 Next Steps Following Council Action:  The General Registrar/Director of Elections will notify the voters by mail of the temporary precinct location change and will advertise the temporary precinct change in the local newspaper.  The Code Amendment will take effect on July 12, 2026, after completion of the required public comment period and the required 30-day waiting period. “ORDINANCE TO AMEND AND REORDAIN SECTION 10-97 (PRECINCT NO. 11) OF DIVISION 3 (VOTING PLACES) OF CHAPTER 10 (ELECTIONS) OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA TO TEMPORARILY CHANGE THE VOTING PLACE FOR PRECINCT 11 FROM THE JOSEPH E. PARKER RECREATION CENTER TO THE STEPHEN H. CLARKE ACADEMY (ALSO KNOWN AS S.H. CLARKE ACADEMY) LOCATED AT 2801 TURNPIKE ROAD FOR THE AUGUST 4, 2026, PRIMARY ELECTION ONLY. ” 26-132b: Adoption of an ordinance accepting with appreciation the donation by The Friends of the Portsmouth Mounted Patrol of a new 2026 Gore horse trailer for use by the Portsmouth Police Department’s Mounted Patrol Unit.. Background:  The Friends of the Portsmouth Mounted Patrol (FOPMP) has purchased a new 2026 Gore horse trailer for use by the Portsmouth Police Department’s Mounted Patrol Unit. The FOPMP is a 501(c)(3) organization that fund-raises for the support of the Mounted Patrol Unit. Discussion:  The purchased trailer is large enough to safely transport the two horses that Mounted Patrol currently has plus any additional horse(s) that the unit may get in the future. Financial Impact:  The donation will save the Portsmouth Police Department approximately $60,000. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Friends of the Portsmouth Mounted Patrol organization will turn over the title of the trailer to the City of Portsmouth’s Vehicle Services. “ORDINANCE ACCEPTING WITH APPRECIATION THE DONATION BY THE FRIENDS OF THE PORTSMOUTH MOUNTED PATROL OF A NEW 2026 GORE HORSE TRAILER FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT’S MOUNTED PATROL UNIT. ” 26-132c: Adoption of an ordinance to reappropriate carryover federal grant funds in the amount of $13,696,549 from the FY 2025 Portsmouth Public Schools Grant Fund Budget to the FY 2026 Portsmouth Public Schools Grant Fund Budget. Background:  City Council appropriated $25,063,556 to the FY 2026 Grant Fund for the Portsmouth Public Schools (PPS) by Ordinance 2025-31 adopted on May 13, 2025.  At the request of PPS, by Ordinance 2025-112 adopted on November 25, 2025 City Council re-appropriated pre-fund state grant funding in the amount of $13,018,724 that was unexpended prior to July 1, 2025 from the FY 2025 PPS Grant Fund to the FY 2026 PPS Grant Fund.
