May 26, 2026 <br /> <br /> <br /> On March 26, 2026, the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate $13,696,549 in federal carryover grant funding <br />that was unexpended prior to July 1, 2025 to the FY 2026 PPS Grant Fund Budget. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2024-40 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2025 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 <br />of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will <br />be deemed unspent appropriations that will require re-appropriations by the City <br /> <br />Council.” <br /> <br /> PPS is requesting the re-appropriation of $13,696,549 in federal grant funds that <br />were unexpended prior to July 1, 2025. <br /> <br /> The following table shows the impact of the proposed appropriation to the FY 2026 <br />PPS Grant Fund: <br />Current Additional Total Revised <br />FY 2026 Appropriation FY 2026 <br />Fund Appropriation Appropriation <br />$38,082,280 $13,696,549 <br />Grant Fund $51,778,829 <br /> <br />Financial Impact <br /> <br /> This appropriation involves only federal grant funds. Strategic Pillar #5: Education, Workforce & <br /> <br />Partnerships for the Future. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />“ORDINANCE TO REAPPROPRIATE CARRYOVER FEDERAL GRANT FUNDS IN <br />THE AMOUNT OF $13,696,549 FROM THE FY 2025 PORTSMOUTH PUBLIC <br />SCHOOLS GRANT FUND BUDGET TO THE FY 2026 PORTSMOUTH PUBLIC <br />SCHOOLS GRANT FUND BUDGET. <br />” <br /> <br />26-132d: <br /> <br />Adoption of an ordinance accepting a Dam Safety and Floodplain Management <br />Program Grant in the amount of $301,789 from the Virginia Department of <br />Conservation and Recreation and appropriating said amount in the Dam Upgrades <br />Project in the Water Category of the FY 2026 Capital Improvement Fund Budget for <br />the preparation of a preliminary engineering report for the Lake Cohoon Dam. <br /> <br />Background: <br /> <br /> Virginia Dam Safety, Flood Prevention and Protection Assistance Fund grants help <br />dam owners and Virginia localities enhance public safety and reduce the risk of dam <br />failures and property damage from flooding. <br /> <br /> The fund was established to provide grants to public and private dam owners <br />whose dams are under state regulation and to help local governments improve methods <br />for flood prevention and protection. <br /> <br />Discussion: <br /> <br /> The City submitted applications to assist in funding the preliminary engineering <br />reports that are required (by regulations) for dams at Lake Meade, Lake Cohoon, Lake <br /> <br />Kilby Sludge Lagoon, and Speights Run. <br /> <br /> <br /> <br /> <br /> <br /> <br />
