May 26, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 26, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, *Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of May 11, 2026, of a Called Meeting of May 12, 2026, and of a Regular Meeting <br />of May 12, 2026, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />26-131 Public hearing with respect to the proposed temporary relocation of the <br />polling place for Precinct 11 from Joseph E. Parker Recreation Center to <br />the Stephen H. Clarke Academy. <br /> <br />There were no speakers. <br /> <br />- City Manager’s Report - <br /> <br />Consent Agenda: <br /> <br />26-132a: <br /> <br />Adoption of an ordinance to amend and reordain Section 10-97 (Precinct No. 11) of <br />Division 3 (Voting Places) of Chapter 10 (Elections) of the Code of the City of <br />Portsmouth, Virginia to temporarily change the voting place for Precinct 11 from <br />the Joseph E. Parker Recreation Center to the Stephen H. Clarke Academy (also <br />known as S.H. Clarke Academy) located at 2801 Turnpike Road for the August 4, <br />2026, Primary Election only. <br /> <br />Background: <br /> <br /> The Portsmouth Electoral Board recommends temporarily moving the polling place <br />for Precinct #11, Joseph E. Parker Recreation Center, located at 2430 Turnpike Road, to <br /> <br />Stephen H. Clarke Academy, 2801 Turnpike Road. <br /> <br />Discussion: <br /> <br /> Joseph E. Parker Recreation Center is currently undergoing renovations. This will <br /> <br />not be completed in time for the August 4, 2026, Primary Election. <br /> <br /> <br /> Precinct #11 has 1765 registered voters as of 04/28/2026. <br /> <br />The temporary precinct change will be for the August 4, 2026, Primary <br /> <br />Election only. <br /> <br />Financial Impact: <br /> <br /> The financial impact will be minimal. Voters registered in the precinct will be <br /> <br />notified of the temporary change once approved. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
