May 26, 2026 <br /> <br />Background: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services issued <br />Amendment 2 to the FY26 Baseline Federal Block Grant Notice of Award, adding $5,250 <br />in one-time SUD FBG Prevention funds designated for Training and Technical <br />Assistance. These are federal pass-through funds from the Substance Abuse and Mental <br /> <br />Health Services Administration and must be expended by September 30, 2026. <br /> <br />Discussion: <br /> <br /> The Department of Behavioral Healthcare Services will use these funds for <br />Training and Technical Assistance activities within the SUD FBG Prevention program, <br />which is focused on the prevention and treatment of substance use. <br /> <br />Financial Impact: <br /> <br /> The Behavioral Healthcare Services Fund Budget will be increased by $5,250. No <br />local match is required as a condition of the funding. The awarded funds must be <br /> <br />expended by September 30, 2026. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. PBHS will comply with all reporting requirements pursuant to the <br />performance contract and applicable SAMHSA award terms by September 30, 2026. <br /> <br />“ORDINANCE ACCEPTING ONE-TIME FEDERAL SUBSTANCE ABUSE <br />PREVENTION AND TREATMENT BLOCK GRANT FUNDS IN THE AMOUNT OF <br />$5,250 THROUGH THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS.” <br /> <br />26-132m: <br /> <br />Adoption of an ordinance accepting $30,248 from the Virginia Crisis Intervention <br />Team Coalition and appropriating said amount in the FY 2026 Behavioral <br />Healthcare Service Fund for use by BHS for training, professional development, <br />and stakeholder recognition activities. <br /> <br />Background: <br /> <br /> City Council previously adopted Ordinance No. 2026-16 on March 10, 2026, <br />appropriating state general funds from the Virginia Crisis Intervention Team Coalition. <br />The funds were provided for the Portsmouth CIT Program under Memorandum of <br /> <br />Agreement FY26-037. <br /> <br /> The Virginia CIT Coalition has issued Addendum No. 1 to MOA FY26-037. The <br />Addendum increases the funding amount provided to Portsmouth BHS by $30,248. The <br /> <br />revised total funding amount is $63,483. <br /> <br /> The funding supports local CIT training, professional development for local CIT <br /> <br />instructors and stakeholders, and stakeholder recognition activities. <br /> <br />Discussion: <br /> <br /> The Department of Behavioral Healthcare Services will use the additional $30,248 <br />consistent with the allowable uses established under the original MOA, including CIT <br />training, professional development for local CIT instructors and stakeholders, and <br />stakeholder recognition activities. <br /> <br />Financial Impact: <br /> <br /> The Behavioral Healthcare Services Fund Budget will be increased by $30,248. <br /> <br />No local match is required as a condition of the funding. <br /> <br /> <br /> <br /> <br /> <br />
