May 26, 2026 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $41,327.40 <br />FROM AN OPIOID SETTLEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS FOR <br />APPROVED ABATEMENT PURPOSES AS DEFINED BY THE VIRGINIA OPIOID <br />FUND AND SETTLEMENT ALLOCATION MOU.” <br /> <br />26-132k: <br /> <br />Adoption of an ordinance accepting one time STEP-VA enhancement grant funds <br />in the amount of $323,482.60 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2026 Behavioral <br />Healthcare Service Fund for use by BHS to enhance STEP-VA services. <br /> <br />Background: <br /> <br /> DBHDS issued a competitive grant opportunity providing one-time funding to <br />Community Services Boards to improve or enhance eight of the nine STEP-VA service <br /> <br />steps. <br /> <br /> Portsmouth Behavioral Healthcare Services applied for and was awarded <br />$323,482.60 to support improvements to behavioral health services for the period of April <br /> <br />1, 2026 through June 30, 2027. <br /> <br />Discussion: <br /> <br /> PBHS will use these funds to support improvements to STEP-VA services <br />including Same Day Access, Primary Care Screening, Outpatient Services, Services for <br />Service Members Veterans and their Families, Peer and Family Support, Psychiatric <br />Rehabilitation, Targeted Case Management, and Care Coordination. Funds are allocated <br />primarily to personnel and administrative costs as detailed in Attachment 1 of Contract <br />No. D3331.778. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. The FY 2026 Behavioral <br />Healthcare Service Fund Budget will be increased by $323,482.60. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving <br />Community <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br /> BHS will execute Contract No. D3331.778 with DBHDS, implement approved <br />program activities, and submit required progress and final reports through WebGrants by <br />December 31, 2026 and June 30, 2027, respectively. <br /> <br />“ORDINANCE ACCEPTING ONE-TIME STEP-VA ENHANCEMENT GRANT FUNDS IN <br />THE AMOUNT OF $323,482.60 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 BEHAVIORAL HEALTH CARE SERVICE FUND FOR <br />USE BY BHS TO ENHANCE STEP-VA SERVICES.” <br /> <br />26-132l: <br /> <br />Adoption of an ordinance accepting one-time federal Substance Abuse Prevention <br />and Treatment Block Grant funds in the amount of $5,250 through the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said funds in the FY 2026 Behavioral Healthcare Service Fund for use by BHS. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
