!15 <br /> <br />October 1, 1985 <br /> <br /> At a regular meeting of the City Council held on Tuesday, October 1, 1985, there were <br />present: <br /> <br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Morton V. Whitlow, George L. Hanbury, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br />Absent: Gloria O. Webb <br /> <br /> Father Paul Jenkins of Holy Angels Catholic Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, minutes of the calle~ meeting of <br />September 4, 1985; minutes of the called meeting of September 10, 1985; minutes of the regular <br />meeting of September 10, 1985; minutes of the called meeting of September 17, 1985; and minute~ <br />of the special meeting of September 18, 1985, to be approved as received, and was adopted by <br />unanimous vote. <br /> <br />Mayor Holley welcomed all visitors in attendanee. <br /> <br /> Mayor Holley shared with the Port~mouth Family the VML Achievement Award received at the <br />80th Annual VML Conference held in Roanoke, Virginia on September 22-24, 1985, and Portsmouth <br />was selected as the outstanding city in the Commonwealth for participation in the Enterprise <br />Zone Project. <br /> <br /> 85-276 - On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was <br />adopted on first and final reading, and by the following vote: <br /> <br />'AN ORDINANCE CONFIRMING THE DECL4RATION O~ A LOCAL EMERGENCY BY THE DIRECTOR OF <br />EMERGENCY SERVICES (CITY MANAGER~, RATIFYING ALL ACTIONS TAKEN PURSUANT tHERETO, <br />AND DECLARING A LOCAL EMERGENCY l~ THE EBD THERETO. <br /> <br />Ayes: Beamer, Corprew, ~Gray, Lucas, Whitlow, Holley <br />Nays: None <br /> <br />85-277 <br /> <br />Public Hearing on 1985/90 Capital Improvements Program and 1985'86 General <br />Revenue Sharing Capital ~udge~ was held. <br /> <br />The following members of the Planning Commission were present: <br /> <br />J. Douglas Powell, Chairman, Rober~ Baker, Martha G1Dver, Vann Lefcoe, and Lamar Williams <br /> <br />The following cmtmzens spoke: <br /> <br /> Jean M. Oast, 4512 Winston Road, representing The Elizabeth River Garden Club, requested <br />approval of the funds for the City Park improvements. <br /> <br /> Amanda Connor, 3308 Armistead Drive, representing Concerned Citizens of North Truxtun, <br />requested that the time table be shortea for North Truxtun. <br /> <br /> Judy Bray, 207 West Road, representing Parks and Recreation Commission, asked approval <br />the entire Parks and Recreation section of the CIP budget. <br /> <br /> S. Barnslater, 1505 S~mmi~ Avenue, representing SIRC, expressed appreciation for being <br />included in the CIP and asked ~or its approval. <br /> Simon P. Arrington, 2907 Magnolia IStreet, President of Wilson Ward <br />appreciation for the completion of curbs <br /> <br />of <br /> <br /> Civic League, expresse~ <br />and gutters in 1985/86 in the Douglas Park area. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer to recess for 10 minutes for the Planning <br />Commission to consider the matter, and was adopted by unanimous vote. <br /> <br />Council reconvened~at 7:40 <br /> <br /> The City Manager stated that the Municipal Finance Commission had previously approved <br />the CIP and the Planning Commission unanimously approved the Program and on October 8, 1985 <br />the Council would be asked for a formal vote on the CIP. <br /> <br />No action taken. <br /> <br /> 85-279 - Mayor Holleyipresented to The Honorable Willard J. Moody, former State Senator, <br />a hook rug of the State Seal, created by citizens of the Senior Citizens Center. Mayor Holley, <br />also, presented stick pins of the City Seal to Barb~a H. Stepenoff) Clara ~irby, Ethel Walker <br />and Thelma Britton, who were responsible for this gift. Leola Bu~nett who also helped was un- <br />able to be present. <br /> <br /> Senator Moody expressed his appreciation for the hours spent and thoughts that were <br />involved to bring this about and made him feel very humble. Also, present were Betty, his <br />wife, his mother, and son. <br /> <br /> <br />
