In addition, these cases also include youth who require <br />placement for purposes of special education in a private school mandated by an <br />Individualized Education Program (IEP), and youth determined to be a Child in Need of <br /> <br />Service (CHINS). <br /> <br />Financial Impact: <br /> <br /> The General Fund transfer to the Social Services Fund will be decreased by <br />$900,000, and estimated expenditures and revenues in the Social Services fund will be <br />decreased by $900,000. <br /> <br /> The General Fund transfer to the Children’s Services Act Fund will be increased <br />by $900,000, and estimated expenditures and revenues in the Children’s Services Act <br />fund will be increased by $900,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving <br /> <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />“ORDINANCE TO TRANSFER $900,000 FROM THE FY 2026 SOCIAL SERVICES <br />FUND INTO THE FY 2026 CHILDREN’S SERVICES ACT FUND TO COVER THE <br />REQUIRED LOCAL MATCH FOR MANDATED CASES. <br />” <br /> <br />26-109c: <br /> <br />Adoption of an ordinance accepting State Opioid Response grant funds in the <br />amount of $119,555.15 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2026 Behavioral <br />Healthcare Service Fund for substance use disorder treatment services. <br /> <br />Background: <br /> <br /> The DBHDS State Opioid Response (SOR) Program has approved Portsmouth <br />Behavioral Healthcare Services’ request for Treatment services funding under SOR 4, <br /> <br />Year 2. <br /> <br /> The total award for Treatment services is $119,555.15, which will support one <br /> <br />Case Manager and associated program costs and supplies. <br /> <br />Discussion: <br /> <br /> The Department of Behavioral Healthcare Services will use these funds to support <br />Treatment services for individuals with opioid use disorder (OUD) and other substance <br />use disorders, including through employment of a Case Manager and funding for other <br />program costs such as data collection incentives and services for uninsured individuals. <br />Funds will also support program supplies necessary for service delivery. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. All funds must be <br />expended by September 29, 2026. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
