April 28, 2026 <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, to help citizens with their water <br /> bills suggested enabling a tier system whereby largest users pay more. He also <br /> suggested implementing an energy share program similar to what Dominion Energy <br /> offers. <br /> <br />- City Manager’s Report - <br /> <br />Consent Agenda: <br /> <br />26-109a: <br /> <br />Adoption of an ordinance to accept Adult Protective Services funding in the <br />amount of $1,500 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2026 Social Services Fund for use by DSS. <br /> <br />Background: <br /> <br /> Adult Protective Services provides for the purchase of goods and services for <br />vulnerable adults served through the APS program. <br /> <br />Discussion: <br /> <br /> DSS provides services through this program when APS has taken a report, and <br />through its investigation, determined that an adult is vulnerable and needs protective <br /> <br />services to protect from ongoing abuse and neglect; or, to prevent abuse and neglect. <br /> <br /> Portsmouth Social Services has requested and received additional funding in the <br />amount of $1,500 to provide services to those persons that meet eligibility requirements <br /> <br />for the program. <br /> <br /> The funds will be used for eligible uses like temporary emergency shelter, respite <br />care, home delivered meals, medical care, and relocation costs. <br /> <br />Financial Impact: <br /> <br /> The funding has a local match of 15.5%, which amount has previously been <br />appropriated to the FY 2026 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving <br /> <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING ADULT PROTECTIVE SERVICES FUNDING IN THE <br />AMOUNT OF $1,500 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND <br />FOR USE BY DSS. <br />” <br /> <br />26-109b: <br /> <br />Adoption of an ordinance to transfer $900,000 from the FY 2026 Social Services <br />Fund into the FY26 Children’s Services Act Fund to cover the required local match <br />for mandated cases. <br /> <br />Background: <br /> <br /> The City of Portsmouth allocated $707,977 of local match for the overall $2.6 <br />million FY26 budget for the CSA Fund. However, due to increased demand for mandated <br />cases, this anticipated allocation may not be sufficient. <br /> <br /> The City allocated $3,316,005 as its local match for the $22.8 million FY26 budget <br />for the Social Services Fund. Staff does not anticipate needing the full match amount by <br />the end of the fiscal year. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
