April 28, 2026 <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE GRANT FUNDS IN THE <br />AMOUNT OF $119,555.15 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS <br />IN THE FY 2026 BEHAVIORAL HEALTHCARE SERVICE FUND FOR SUBSTANCE <br />USE DISORDER TREATMENT SERVICES. <br />” <br /> <br />26-109d: <br /> <br />Adoption of an ordinance accepting State Opioid Response Grant funds in the <br />amount of $81,530.40 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY26 Behavioral <br />Healthcare Service Fund for use by BHS to support recovery services. <br /> <br /> <br />Background: <br /> <br /> The DBHDS State Opioid Response (SOR) Program has approved Portsmouth <br />Behavioral Healthcare Services’ request for Recovery services funding under SOR 4, <br /> <br />Year 2 (FY26). <br /> <br /> The total award for Recovery services is $81,530.40, which will support one Peer <br /> <br />Recovery Specialist and associated supplies. <br /> <br />Discussion: <br /> <br /> The Department of Behavioral Healthcare Services will use these funds to support <br />Recovery services for individuals with opioid use disorder (OUD) and other substance <br />use disorders, including employment of a Peer Recovery Specialist who will utilize lived <br />experience to promote recovery and wellness. Funds will also support program supplies <br />necessary for service delivery. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. All grant funds must be <br />expended by September 29, 2026. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
